I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:


(1) Note and approve the content of the report.


(2) Endorse the Draft Crescent Development Framework for the purposes of public consultation and notes that the final version will be brought back to a future meeting for approval


The Reasons: In March 2020 the City Council and University appointed the English Cities Fund as Private Sector Partner to deliver the Crescent Masterplan. Since March, the partners have been reviewing and testing the initial Masterplan proposals developed by 5plus architects (endorsed by Cabinet in February 2018) and developing the delivery programme.


The Partners are eager to build on current project momentum and the wealth of work already undertaken to prepare and adopt a new Development Framework for the area by the end of 2020, to replace the now outdated Crescent Development Framework (2014).


An initial scoping consultation on the draft vision and objectives for the Development Framework was undertaken between June-August 2020. Letters were issued to all properties within the proposed red line boundary of the Development Framework area (and properties located within 150m of the red line boundary) and to statutory consultees. Comments received have been reviewed and incorporated into a Draft Development Framework and approval is now sought to commence public consultation on the Draft Development Framework.

The source of funding: At this stage there are no financial implications. As the scheme progresses further approvals will be required.
