I, Paul Dennett, City Mayor, in consultation with the Cabinet and in exercise of the powers contained within the City Council constitution do hereby: approve the draft Digital Salford Strategy for adoption
Digital Salford is a relatively new collaboration (one year) – a collective of private and public sector stakeholders with a vision and ambition to make Salford one of the world’s most attractive cities for digital enterprise, innovation and adoption. Core Partners include: Salford City Council, Salford Royal Foundation Trust, MediaCityUK, University of Salford and The Landing. Digital Salford intends to be the city’s “one door” into Salford for innovation, collaboration and business networking.
The Digital Strategy has FOUR key action areas: · Digital Infrastructure · Digital Enterprise and Business Growth · Connected City/Smart City innovation · Digital public sector development Options considered and rejected were: None. I, Paul Dennett, City Mayor, in consultation with the Cabinet and in exercise of the powers contained within the City Council constitution do hereby: Agree the Salford City Council Communication Strategy 2019/21 The Reasons are to create a clear coordinated approach across the council and partners, achieving improved impact by communicating our vision Options considered and rejected were to amend or reject the proposed strategy.
Legal Advice obtained - The strategy will be delivered in line with existing legislation and guidance surrounding publicity for local authorities. Financial Advice obtained - Activities outlined are within existing budgets.
Procurement Advice obtained – The level of risk appears low and any procurement activity will be completed in line with Salford City Council’s contractual standing orders.

Lead Member for Children and Young People Decision: Salford City Council - Record of Decision (CABINET)
I, Paul Dennett, City Mayor, in consultation with the Cabinet and in exercise of the powers contained within the City Council constitution do hereby: approvethe proposed discontinuance of St Ambrose Barlow RC High School sixth form and change in age range with effect from 1 September 2020 with closure to the sixth form to new entrants for September 2019 intake.
The Reasons are:The school governing body has considered detailed financial costs and income for their sixth form, and based on those figures the school’s sixth form is no longer financially sustainable.
The sixth form provision at the school was built to accommodate 250 pupils. Uptake and demand for places at the sixth form have been low. Intake over the last four academic years can be found in the table below:

The closure would remove the current and projected financial deficits of continuing to run a sixth form with low numbers. Options considered and rejected were: None
Assessment of Risk: The low pupil numbers mean that the sixth form provision is no longer viable. If the provision is to remain operational then this could lead to further significant pressure on the overall school budget.
There are several local colleges with capacity to accommodate the low numbers of pupils usually accommodated at St Ambrose Barlow. These include Salford City College, Pendleton College and UTC MediaCityUK, as well as colleges frequently accessed by Salford pupils in other neighbouring authorities.
The school has advised parents/carers that the school has already made contact with colleges to help to secure places for its pupils and will continue to provide a high level of support in this process.
The source of funding is: The school receives EFSA post 16 funding grant in respect of sixth form pupils on roll. Whilst funding to the school will reduce if the proposal to discontinue the sixth form is approved, the overall effect will enable the school to make more effective use of resources.
