Greater Manchester Spatial Framework (GMSF) The Lead Member for Planning and Sustainable Development Additional documents:
Decision: Salford City Council - Record of Decision (CABINET)
I, Paul Dennett, City Mayor in exercise of the powers contained within the City Council constitution, and all other powers available to me do hereby withdraw the decision I made in consultation with the Cabinet on the 11th November 2020 as follows:
1. Approve the GMSF: Publication Draft 2020, including strategic site allocations and green belt boundary amendments, and reference to the potential use of compulsory purchase powers to assist with site assembly, and the supporting background documents, for publication pursuant to Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012 for a period for representations between 1 December 2020 and 26 January 2021;
2. Recommend that Council approves the GMSF: Publication Draft 2020 for submission to the Secretary of State for examination following the period for representations;
3. Delegate to the Strategic Director Place authority to approve the relevant Statement of Common Ground(s) required pursuant to the National Planning Policy Framework 2019;
4. Delegate authority to the Lead Chief Executive, Housing, Homelessness and Infrastructure, in consultation with the Portfolio Leader for Housing, Homelessness and Infrastructure to make minor or non-material amendments to the GMSF: Publication Draft 2020 and background documents prior to their publication.
The Reasons are:
Bury Metropolitan Borough Council have withdrawn their Cabinet decision of the 11th November 2020 relating to publication of the GMSF. If Stockport Metropolitan Borough Council decide to proceed with the GMSF at their Council meeting on 3rd December, Bury MBC will have to agree again to proceed. That will require a Cabinet meeting with 5 clear days’ notice and is therefore unlikely to be held before the 15th December 2020. Consultation could not start before then. As the existing Cabinet/Executive decisions have a start date for the consultation of 1st December 2020, a new consultation period would have to be agreed to again by all 10 Greater Manchester authority Cabinets/Executive/Mayor. Accordingly, this decision would have to be taken again.
Options considered and rejected were: Not to withdraw the decision and proceed with a call-in meeting arranged for 27th November 2020 in relation to the original decision of the 11th November 2020. As set out above, the decision will have to be reconsidered either as a whole or with reference to the consultation dates. As it is not a decision that will be implemented in its current form it is not relevant to scrutinise it in its current form. Any future decision will be subject to scrutiny procedures. Therefore, this option was rejected.

The source of funding is: No finance costs associated with the Publication stage of the GMSF.
