Decision:

Salford City Council - Record of Decision (Cabinet)

 

I, Paul Dennett, City Mayor, in consultation with the Cabinet and in exercise of the powers contained within the City Council Constitution do hereby approve:

  1. Salford’s annual Housing Strategy action plan for 2021 - 2022

The Reasons are:

In January 2020, the City Mayor in consultation with cabinet, approved the new Salford housing strategy ‘Shaping Housing in Salford 2020’.

As the delivery date for the annual delivery plan comes to an end in March 2021, we have developed a new annual plan for 2021/22, based on the previously approved priorities.

Working with our key partners and stakeholders we have reviewed delivery of the last plan and collaborated to identify those areas which we must now focus on for the next 12 months (April 2021 – March 2022) moving forward.

Options considered and rejected were:

No action – the initial delivery plan ends in March 2021 and a new annual delivery plan is required in order to respond to the priorities.

Assessment of Risk: Medium

The strategy identifies a number of key priorities and objectives with key delivery outcomes which will be monitored through the action plan. Risks in terms of the delivery of the priorities and objectives will be reviewed annually. It is recognised that there are a number of outcomes which if not delivered carry risks. Mitigating these risks will be a key part of the action plan monitoring.

The source of funding is: Delivery of the plan will either be within existing financial constraints or proposed additional spend will be assessed and reported on an individual basis as and when items from the action plan are planned/implemented.

Legal Advice obtained: Not applicable - Legal Advice will be sought on specific topics therein, as and when required. However, there are otherwise no direct legal implications.

Financial Advice obtained: There are no direct implications resulting from the Housing Strategy delivery plan, with delivery being within existing financial constraints or proposed additional spend will be assessed and reported on an individual basis as and when items from the action plan are planned/implemented.

Greater Manchester strategic goals for carbon neutral new and existing homes in the future, remain a serious challenge for all partners and the likelihood of not achieving the targets seems high without significant government intervention. Those challenges are financial, as well as knowledge and skills based. Partners are working together to develop shared learning to help skill up officers and housing providers are exploring what can realistically be achieved within existing finances, as well as how to access wider funding streams as they become available. As can be seen from the report Registered Providers to continue to maintain/improve their existing homes, and to explore the potential for progressing towards carbon neutral homes, the actions related to this in the report have been expanded.   To help move this agenda a  ...  view the full decision text for item 4.

Report of the Lead Member for Children’s and Young People’s

Services

Decision:

Salford City Council - Record of Decision (Cabinet)

 

I City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve: the implementation for thepublication of the Statutory Notice for the proposed permanent expansion of Springwood Primary School as of 1 September 2021.

The Reasons are: Salford has experienced increased demand for Special Educational Needs and Disabilities support (SEND) provision in recent years. In particular, increased demand has been felt for the type of specialist education Springwood Primary provides.

 

With demand for SEND provision continuing to grow, additional specialist places will be required. The proposed expansion would see a permanent increase in the numbers, of pupils on roll at Springwood Primary School (increase the capacity of the school by 60 pupils) by enlarging onto a second site at Craig Hall, Preston Avenue, Irlam, M44 5XB. Under the proposal, the overall capacity of the school will increase to 300 pupils (Nursery to Year 6) from 1 September 2021.

The publication of the Statutory Notice would initiate the statutory consultation process during which representation would be invited.

Options considered and rejected were: Option for further expansion on the existing Springwood Primary School site was explored, however site restrictions meant this was not a viable option.

Assessment of Risk: With demand for SEND provision continuing to grow, additional specialist places will be required. The proposal to increase capacity at Springwood Primary School with the use of the Craig Hall site will ensure the continued delivery of high quality and cost effective provision for the children and Young People of Salford and provide local specialist provision.

The source of funding is: The project capital costs have been met from the local authorities SEND and Basic Need capital funding streams. All specialist places at Springwood Primary School will continue to be funded from the High Needs Block part of the Dedicated Schools Grant (DSG).The revenue funding required for the additional places is included in the DSG allocation and the additional commissioned places have been agreed by Schools Forum.
