I, Councillor Jack Youd, Lead Member for Finance and Support Services and Chair of the Procurement Board, in exercise of the powers contained within the Council Constitution, subject to the successful tenderer confirming they are certified by the Living wage Foundation as an Accredited Living Wage Employer, or if not, will commit to securing such accreditation as soon as practicable, do hereby approve:

The Reasons are:

Following a fair and transparent open tender process the recommendation is to award the contract to the above tenderer, The Jewel Foundation (Tenderer 1). The overall response across quality, price and social value was of a sufficient standard to award. The quality and price scores demonstrate a provider with the relevant skills and experience to run a high-quality Information, Advice and Guidance (IAG) service to support Jewish residents within the allocated budget.

 

Options considered and rejected were

Delivering an IAG service to support Jewish residents in-house was considered and rejected. This is specialist service requiring specific experience and expertise. As mentioned, the community are not confident in accessing opportunities independently and are often worried about their individual and culture needs being misunderstood. As such residents rely on trusted community-based organisations for support.

 

Delivering the service in-house across three LAs would not be the most cost effective or efficient method of delivery for Salford, Bury or Manchester. On this basis a competitive open tender exercise was deemed to be the best option for delivering a quality service and ensuring required outcomes are achieved for residents.

 

Assessment of risk

A clear delivery plan and timeline is in place to mobilise and implement this new Information, Advice and Guidance service.
