I Councillor Hinds, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:

 

the award of the contract by Islington Mill Arts Club for the appointment of a multi-disciplinary consultancy team for the Islington Mill project (subject to securing ERDF funding)as detailed in the table below. This will also be subject to satisfactory financial checks and references.

The Reasons are

·       The key reason for bringing this report forward (ahead of a decision on the ERDF funding bid) is that one element of match funding for the project (£858,000 from Arts Council England) is at risk, unless tangible progress is demonstrated on moving the project forward.

 

Discussions with Arts Council England and their advisors has indicated that we need to make meaningful use of the period of time, up to the expected decision on ERDF funding by progressing the procurement process.  Subject to a positive decision on the funding, the project could then be progressed without delay to achieve a programmed start on site in January 2021 with the main building works.

 

·       Recommending the approval of the award of the above contract by Islington Mill Arts Club will enable the following to be undertaken to achieve the programmed start on site of January 2021: -

 

-        Islington Mill - procurement of the building works (RIBA stage 4/5) and administration and supervision of the building contract through to completion (RIBA stages 5 – 7)

 

-        New Islington Mill –to progress through RIBA stage 4 (technical design) to RIBA stage 7 (in use).

 

Options considered and rejected were

Not to bring forward the procurement process ahead of a decision on the ERDF funding bid.  However, this would have risked the loss of £858,000 Arts Council England match funding.
