Request for Approval - Contract Extension - Enforcement Services Decision: Salford City Council – Record of Decision
I, City Mayor Paul Dennett, in exercise of the powers conferred on me by the Scheme of Delegation of the Council do hereby approve the extension of the Contract for the Provision of Enforcement Services as detailed in the table below:
NSL have worked hard to create an environment where staff feel supported and valued by senior officers. In addition it was important that staff receive the Salford Real Living Wage and all of these factors have resulted in a marked improvement in their staff retention rates.
NSL also completed ‘pulse surveys’ during 2019 to gauge the satisfaction of colleagues and a greater understanding of how engaged they feel. In September 2020. Marston Holdings Limited (NSL’s parent company) was awarded Platinum level Investors in People accreditation, providing clear evidence that it puts people at the heart of decision making, and that it works in line with its values and towards a shared vision.
Income from Penalty Charge Notices is used to fund all contractor costs and by working closely with the Salford Parking Services team and acting pro-actively to suggest changes to current beat areas, income generated covered the contractor costs, achieving a surplus of £290,700 which has increased year on year and was a significant increase on the amount generated by the previous enforcement contractor.
Having regard to the Environmental Enforcement NSL have continued to provide a good standard of support to the authority. Their performance levels have remained in line with the contract requirement. The communication interaction, between Salford and NSL, provides flexibility in service delivery, that enables the authority to dictate their area of deployment to meet customer and service demand, which NSL willingly agree to undertake on Salford City Council's behalf.
The NSL commitment to their Social Value aspirations has included –
· recruiting locally with 95% of the team living within Greater Manchester of which 35% are Salford residents · attending local job fairs organised by Salford Council · ensuring their staff are paid the Salford Living Wage · providing training to staff including BTEC, cycle proficiency and Dementia Awareness · sponsorship locally with contributions to local groups and sponsorship of a grassroots football team · allowing members of their team to volunteer to help with local projects · supporting various Salford COVID related projects during lockdown · spending locally to support Salford businesses · ensuring they contribute to the drive in reducing their CO2 ... view the full decision text for item 5a |

Decision: Salford City Council - Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
An exception to Contractual Standing Orders as permitted within the City Council Constitution for the reason(s) highlighted in the table below and the award of the Contract for the installation of Air Source Heat Pumps to Rothwell Group in support of the Greater Manchester Regional Heat and Energy Decarbonisation Delivery Scheme, as detailed in the table below:
Contract award to Air Source Heat Pumps to Rothwell Group will support in the delivery of all installation works within the 6 month project timescales, grant funding and spend is dependent upon practical completion on site by Sept 21, with this tight timescale it is essential Salford is in a position to award the contract quickly. Award to Rothwell will also provide continuity of service from phase 1 works into phase 2 and will prove economically beneficial as Rothwell have completed detail design and costings which can be held into delivery of phase 2.

Decision: Salford City Council - Record of Decision
I Councillor Hinds, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:
An exception to Contractual Standing Orders as permitted within the City Council Constitution for the reason(s) highlighted in the table below and the award of the Contract for the installation of roof mounted Solar PV to NPS Energy Limited in support of the Greater Manchester Regional Heat and Energy Decarbonisation Delivery Scheme as detailed in the table below:
Contract award to NPS Energy Limited will support in the delivery of all installation works within the 6 month project timescales, grant funding and spend is dependent upon practical completion on site by Sept 21, with this tight timescale it is essential Salford is in a position to award the contract quickly. Request for Approval - Contract Extension - Over 100kW Electricity Supply Decision: Salford City Council - Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve the extension of Contract for over 100kW electricity supply as detailed in the table below:
The reasons are following a benchmarking exercise to obtain prices via Manchester framework supplier, the most competitive price obtained was from the incumbent supplier. A 12 month contract extension will result in a 6.4% increase in the short run which offers the best value whilst re-procurement exercise is carried out via the fully compliant Manchester Multi-supplier framework.
Options considered and rejected were to re-procure but given the current Covid-19 pandemic and the fall in demand for energy, alternative prices for a longer contract duration at this moment in time are significantly higher. In accordance with market commentary, the imminent easing of national lockdown coupled with worldwide vaccination programmes will result in recovery of demand and the gradual fall off wholesale energy markets, thereby offering a better opportunity to re-procure later in the year.

Helping Hands provides a high standard minor works repair scheme for vulnerable home owners in Salford which effectively deals with minor disrepair and offers value for money and high social impact. The exception allows for continuation of service delivery whilst a service review and full procurement exercise is undertaken to appoint new service provider in April 2022.
