I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:

·       the award of the contract to Crossfield Construction, to act as Construction Partner, for the construction phase of the design and build of 177 new homes at Longshaw Drive as outlined below:

·       the overall development budget of £36,064,440 – Contractor Costs £34,202,711 and Salford City Council costs £1,861,729 (for statutory costs, surveys and fees).

·       the title issues affecting part of the site and that a contract with Crossfield Ltd will not be entered into in relation to this section of the site until these matters have been resolved.

·       delegated authority to the Strategic Director of Place in conjunction with the Section 151 officer and City Solicitor to award the contract in phases up to the full amount of the project, subject to

o   confirmation that Crossfield Construction Ltd will now take prompt action to ensure that, at least, the Real Living Wage is paid to all employees as per their previous commitment, and

o   the potential risks raised in relation to Crossfields are investigated and that officers are satisfied with the outcome of that due diligence work.

The Reason is the requirement to increase numbers of Affordable housing across the city, being a key objective for the City Mayor and the Council, in order to meet a clearly identified need within the City.

 

Options considered and rejected were not to progress the housing development.

Assessment of Risk - Medium. 

The programme has been developed to achieve the delivery of contracts to meet the Brownfield and Homes England grant funding criteria and the necessary phased completion dates.  Confirmation of the Homes England Grant is expected in January and contracts will not be completed until funding is in place.

·       The award of the contract to G&J Seddon Ltd, to act as Construction Partner, for the construction phase of the design and build of 68 new homes at the former St Luke’s Church of England Primary School.

·       The overall development budget of £13,287,950 – Contractor Costs £12,837,554 and Salford City Council costs £450,396 (for statutory costs, surveys and fees).

·       Note that full ownership control of the site has not yet been secured and that a contract with G&J Seddon Ltd will not be entered into until the full ownership is obtained.

Full ownership control of the site has not yet been secured. This is being progressed and will continue to be monitored closely.  The contract with G&J Seddon Ltd will not be entered into until this issue is resolved. This relates to the approval and transfer of the land to the Council via the DfE and the Diocese.

 

The source of funding is Capital Programme

When commissioning contracts for the procurement of goods, services or the execution of works, the Council must comply with the requirements of the Public Contracts Regulations 2015 (PCR) and its own Contractual Standing Orders (CSO’s), failing which a contract may be subject to legal challenge from an aggrieved provider. CSO’s stipulate that where a suitable framework agreement exists, this must be used unless there is an auditable reason not to.
