I, Councillor Hinds, Lead Member for Finance and Support Services and chairman of the Procurement Board in exercise of the powers contained within the Council Constitution do hereby approve an exception to Contractual Standing Orders as permitted within the City Council Constitution for the reasons highlighted in the table below and the award of the Contract for Children’s Centre Services as detailed in the table below:
The Council has Early Years Foundation Stage (EYFS) statutory duties under the Childcare Act 2006 and Childrens Act 2016 to ensure that early childhood services are provided in an integrated manner in order to facilitate access, and maximise the benefits of, those services to young children and their parents. Councillor Hinds, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve the award of the Contract for Trinity Way / Springfield Lane Junction Improvement Schemeto Eric Wright Civil Engineering Ltd as outlined in the table below, subject to Greater Manchester Combined Authority (GMCA) approval of a full business case and the signing of a delivery agreement.
The Trinity Way / Springfield Lane Crossing once completed will provide safer walking and cycling facilities at this junction which is along the very busy Trinity Way corridor. The scheme will remove the existing barrier for pedestrians and cyclist movement between neighbouring communities.
Options considered and rejected were None
Low risk: o Developers can seek to legally challenge the city council to claim back Section 106 monies if not used on a scheme that mitigates the impacts of that development and/or spent in line with the requirements of the Section 106 agreement.
o The contractors on the Bolton Council Highways Framework Contract 2019/2023 have a successful track record of delivering schemes on behalf of the City Council.
The source of funding will be largely from MCF grant to the value of £937,431.00, subject to a successful business case to GMCA, and a proportion of an allocated £350,000 Section 106 local match funding secured by the City Council.
