(1)  The variation of an extension of a contract that was originally called off through the STAR framework 3924: AGMA Civil & Structural Engineering Professional Services for the appointment of two project and programme managers to take a client lead on grant funded infrastructure projects. The reasons are

 

  • Salford City Council’s Regeneration Team has successfully made submissions for external funding for a range of infrastructure projects through Growth Deal, the Greater Manchester Mayor’s Cycling and Walking Challenge Fund (MCF) and Active Travel Fund (ATF).

 

 

  • The City Council’s Regeneration Team has insufficient resource to adequately prepare the necessary business cases, project manage TfGM governance and the project procurement process associated with the funding requirements.

 

Options considered and rejected were

 

  • Consideration was given to seeking suitable resource from within the Council’s technical services team.  However, this was discounted on the basis that technical services already have inadequate resource to deliver projects in their programme of work. 

 

 

Assessment of risk

 

  • The significant risk is that without the extension of the resource, the Council does not have the ability to progress/deliver the infrastructure projects against which it has already secured funding. 

 

The source of funding is

 

·         The City Council will cash flow the costs and claim in arrears, on a staged basis, from the grant funding body at the Greater Manchester Combined Authority (GMCA).

The reasons are given the current unpresented energy market volatility resulting from both an increase in global demand following recovery from Covid-19 and more so with recent geopolitical events with invasion of Ukraine by Russia, the only option available is for an extension of contract with the incumbent supplier. Both 6 and 12 month extension prices were obtained and with marginal difference between both options, the 6 month contract extension will result in a 188% increase in the short run which offers the best value in terms of financial mitigation whilst energy markets settle to some degree of normality.

 

Options considered and rejected was a 12 month extension which would also have resulted in a similar increase but a much bigger financial impact over a longer duration. A short term contract will allow the opportunity for the market to settle and thereby offering a better opportunity to re-procure later in the year.

·         the award of the contract to Seddon Construction, to act as Construction Partner, for the initial enabling works package of the design and build of 177 new homes at Longshaw Drive.

The Reason is the requirement to increase numbers of Affordable housing across the city, being a key objective for the City Mayor and the Council, in order to meet a clearly identified need within the City.

 

Options considered and rejected were not to progress the housing development.

 

Assessment of Risk - Medium. 

The programme has been developed to achieve the delivery of contracts to meet the Brownfield and Homes England grant funding criteria and the necessary phased completion dates.  Confirmation of the Homes England Grant is expected in mid-March and contracts will not be completed until funding is secured.

Officers are currently working to resolve a number of title issues on part of the site that currently impact on the Councils leasehold ownership. This relates to some historic covenants and uncertainty regarding the Mines and Mineral ownership impacting the Councils Leasehold area.  Should current negotiations be unsuccessful the Council can consider the use of Compulsory Purchase Powers to address the title defects to the relevant part of the site, however this would delay the Councils ability to undertake works on approximately half the scheme.  Awarding the contract in phases will help manage this risk.  ...  view the full decision text for item 8a
