Request to Appoint - Unlocking Clean Energy in GM - Solar Car Ports Installations Decision: Salford City Council - Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
The award of the contract for the delivery of the Turnpike Depot and Swinton Hall Road Solar Carport EPC Contracts following a procurement process using the Go Neutral Smart Energy Framework.
The Reasons are that Salford City Council is seeking to install solar car ports at Turnpike and Swinton Hall Road depots, in order to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester’s target of becoming a carbon-neutral city region by 2038.
European Regional Development Funding has been awarded towards the proposed investment.
Options considered and rejected were to not go ahead with the project would mean the loss of grant funding along with the installation of a renewable energy generation asset on Salford City Council’s estate.
Assessment of Risk, the risk of not appointing this contractor at this time is high as it will mean it is unlikely to be possible to deliver the project within the already challenging funding timescales of the ERDF Funding.
The source of funding is European Regional Development Funding through the Unlocking Clean Energy in Greater Manchester Programme (45%) and Council match funding secured through Invest to Save (55%)

I Councillor Hinds, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby: · Approval for an Extension of Contract for the Step Up to Social Work Initiative (Postgraduate Diploma in Social Work) for 35 students on behalf of the Greater Manchester Regional Partnership, as detailed in the table below:
The purpose of this report is to seek request an extension to contract for the Step Up to Social work Initiative Cohort 8 There is provision within the current contract to extend the agreement for a further period from 01/01/2024 to 31/03/2025
Options considered and rejected were
Step Up to Social Work is assisting Children Services in all 10 participating Local Authorities to meet their social work staffing requirements. This is achieved by providing high quality staff able to ‘hit the ground running’. As a tailored children and families training programme, it allows trainees to work towards a Postgraduate Diploma in social work, alongside intensive hands-on experience. Failure to participate has an impact on the recruitment strategy of social workers.
The Step Up to Social Work initiative is 100% grant funded through the DfE.
In awarding the contract for the delivery of the postgraduate diploma it is important that the Council complies with public procurement legislation and its own Contractual Standing Orders. Expressions of interest have been sought as part of an open tender process which has been advertised widely, thus ensuring that the process has been fair and transparent. It is also important that the Council can meet the timescale set by the Department of Education since the scheme is wholly funded by grant funding.
Salford City Council act as the Lead Authority for the Step Up to Social Work Programme. The Programme is fully funded by a DfE grant and as such there is a Low Risk to the City Council.
