The Reasons are

 

  • The request to award the contract follows a compliant procurement and commissioning process which was managed by the NHS Shared Business Service (NHS SBS) on behalf of a number of Local Authorities, NHS Trusts and CCG’s.
  • The process was designed to find the most economically advantageous tender i.e., that which offered the optimum combination of service capability, quality and price, within the affordability parameters for the buying organisations and this was achieved via further competition under the NHS SBS Interpretation and Translation Services Framework   - Lot 6 (One Stop Shop i.e., providers offering all interpretation and translation services).
  • The winning bidder, DA Languages Limited, at 88.50 % scored 10.68 % higher than the second placed bidder, giving the Evaluation Panel a high degree of confidence in the capability of the provider to deliver a high quality and cost-effective service.
  • Consequently, the recommendation is that D A Languages Ltd should be confirmed as the Recommended Bidder and that engagement begins with them to progress toward contract signature and subsequent delivery. 

 

Options considered and rejected were:

Not to request the award of the new contract.

 

Assessment of Risk:

If a new contract for interpretation and translation is not awarded, then the Council will not have the ability to provide an accessible service to service users who have English as a second language.

 

The source of funding is:

Each team will pay for their usage of interpretation and translation services under the contract from their revenue budget.

  • The request to award the contract follows a compliant procurement and commissioning process which was carried out by a mini competition under the Dynamic Purchasing System for Transport framework.
  • The process was designed to find the most economically advantageous tender i.e., that which offered the optimum combination of service capability, quality and price, within the affordability parameters for the buying organisation.
  • The winning bidder, MDS Minibuses Ltd was the sole bidder but scored highly in the process, achieving a score of 90%.
  • Consequently, the recommendation is that MDS Minibuses Ltd should be  confirmed as the Recommended Bidder and that engagement begin with them to progress toward contract signature and subsequent delivery. 

 

Options considered and rejected were:

Not to request the award of a new contract.

 

Assessment of Risk:

 

There is a low risk that the contract will not be successful and if it is not awarded, then the Local Authority would not meet its obligation to facilitate transport for pupils at the school

 

The source of funding is:

Alder Brook Primary Partnership Centre has the budget for the transport costs for the tender period via funding from the Dedicated Schools Grant.
