The Reasons are:

Following a fair and transparent open tender process Depaul are deemed to be the most economically advantageous tender. They scored high on quality and cost and have demonstrated that they are able to provide a robust service for accommodation for Care Levers within Salford.

 

Options considered and rejected were

To solely use spot purchase process for accommodation. This was rejected as it is not cost effective or efficient in practice and would reduce outcomes for young people

 

Assessment of Risk

The risk of delaying the award for this contract is staff retention and stability. If there is a sense of uncertainty staff will start to look at other options and move on.

 

Young people are also at risk of losing well established relationships with staff and this may mean they are unsettled in their environment. A delay in decision making could result in an unsettled service and environment for young people.

 

If a contract is not awarded and this service is not available in Salford then use of a provider framework would need to take place. There is a statuatory duty to provide ongoing support for Care Leavers therefore if Salford do not use a block contract model, a more expensive method of sourcing placements via spot purchase will be required.

The reasons are

  • Salford City Council’s Regeneration Team has successfully made submissions for external funding for a range of infrastructure projects through Growth Deal, the Greater Manchester Mayor’s Cycling and Walking Challenge Fund (MCF) and Active Travel Fund (ATF).

 

 

  • The City Council’s Regeneration Team has insufficient resource to adequately prepare the necessary business cases, project manage TfGM governance and the project procurement process associated with the funding requirements.

 

Options considered and rejected were

  • Consideration was given to seeking suitable resource from within the Council’s technical services team.  However, this was discounted on the basis that technical services already have inadequate resource to deliver projects in their programme of work. 

 

Assessment of risk

  • The significant risk is that without the extension of the resource, the Council does not have the ability to progress/deliver the infrastructure projects against which it has already secured funding. 

 

The source of funding is

·         The City Council will cash flow the costs and claim in arrears, on a staged basis, from the grant funding body at the Greater Manchester Combined Authority (GMCA).

The reasons are

Contract award to Rothwell Group, through the Procure Plus Framework, will support in the delivery of all installation works within the 5-6 month project timescales. Due to grant funding conditions, the majority of the works need to aim to be completed by 31st March 2023. Works will be funded by the grant funding first and then the match funding. Any works completed post 31st March 2023 date will be funded by the project match funding. With this tight timescale it is essential Salford is in a position to award the contract quickly.

 

Award to Rothwells will also provide the opportunity for Salford to work with a recognised ASHP installer who has completed a number of installations within public sector buildings. They are experienced in working to tight funding timescales and delivering to grant fund expectations. Rothwells have confirmed they are able to deliver the installs at the 2 sites within the grant funding window and have provided a detailed programme of delivery.

 

As an industry provider they have developed good relationships with manufacturers and as such as able to secure the required equipment to complete the project within the given timescales, something which has been a problem for other partner authorities.  They have also developed good working relationships with DNO partner Electricity North West and have experience interacting with them on complex electrical connection works.
