Decision: Salford City Council – Record of Decision
I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:
· to Award the Contract for the reroofing and internal refurbishment works at Turnpike Depot, Messroom
The Reasons are: to undertake works to replace the roof and windows and improve the insulation of the building. The works include the installation of additional ventilation. These will assist in maximising the benefits of the heat pumps recently installed on the site.
Options considered and rejected were: None – all procedures are in accordance with normal contractual standing orders.
The works are required to enable the council to maximise the efficiencies of the recently installed air source heat pumps. To ensure that the working areas meet the regulatory requirements for air supplies in the building so that it is fit for purpose.
The source of funding is the 2023/24 capital programme.
Legal Advice obtained: Supplied by: Tony Hatton When commissioning contracts for the procurement of goods, services, or the execution of works, the Council must comply with the Public Contracts Regulations 2015 (PCR) and its own Contractual Standing Orders (CSR’s), failing which a contract may be subject to challenge from an aggrieved provider. The proposed award of the contract follows a tender exercise by mini competition in accordance with the Minor Building Works Framework Lot 2 agreement.
The Council will need to have followed the procedure set out in the framework agreement for mini competition to ensure the procurement process is compliant. Two tenders were received from framework suppliers for this project, which have been evaluated on the most economically advantageous tender basis in line with published procedures resulting in the proposed award of the contract to Schofield & Sons Limited. The procurement procedures therefore appear robust and compliant with the requirements of the Council’s CSO’s and PCR.

I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· to award the contract for the Mosley Common Road/A580 Junction Improvement Scheme.
The Mosley Common Road/A580 Junction is a site of concern due to the lack of appropriate pedestrian and cycling facilities and additional pressure will be placed on an already busy location from significant housing developments on the Wigan side of the local authority boundary on which the junction lies.
The junction improvement scheme aims to upgrade the existing traffic signals to include Toucan Crossings, suitable for cyclists and pedestrians on the North, South and West arms of the junction and pedestrian crossings on the East arm of the junction. Hazard warning and tactile paving will be upgraded along with carriageway and footway resurfacing works.
Options considered and rejected were: Doing nothing will not solve the current or future problems with crossing provision. Increasing the capacity of the junction while providing crossing facilities increases time delays and adds cost with land purchases required as well as considerable service diversions.
The current proposal, arrived at after extensive feasibility and preliminary design exercises provides for appropriate crossing facilities while allowing for future improvements to capacity by Wigan MBC on the North arm of the junction which will be the arm impacted by the housing developments.
Detailed designs have been drawn up for the project and the submitted tender price reflects this.
There is funding allocated for this work in the current approved Capital Programme.

Approval to Award the Contract for the Salford Sexual and Reproductive Health Service. Decision: Salford City Council – Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· to award the contract for the Salford Sexual and Reproductive Health Service to Manchester University NHS Foundation Trust.
Following a fair and transparent open tender process Manchester University NHS Foundation Trust are deemed to offer the most economically advantageous tender. They scored high on quality and price and have demonstrated that they are able to provide a safe and effective integrated sexual health service for the people of Salford.
Options considered and rejected were: Salford City Council is mandated to provide appropriate access to sexual health services through the public health grant. These services support people to prevent, identify and treat sexually transmitted infections, improve sexual health and wellbeing, avoid unwanted pregnancy through contraception and promote safe and positive sex and relationships. The current contract for this service with Bolton NHS Foundation Trust ends on 31st December 2023 and therefore carrying out an open tender was the only option considered.
Salford City Council is mandated to provide appropriate access to sexual health services through the Public Health Grant. The contract for Salford’s current Integrated Sexual Health Service with Bolton NHS Foundation Trust ends on 31st December 2023. Any delay in agreeing a new contract could impact on the timely transfer of undertakings from BFT to the new provider with potential impact on service delivery.
The source of funding is: Integrated Fund (Public Health Budget) and *Public Health Grant (*PrEP allocation).
