Pure Insights Connecting Care Leavers Decision: Salford City Council – Record of Decision
I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby:
Delivers Best Value to the Council Pure Insight brings significant match funds to Salford. This comes via their volunteer hours, which last year amounted to over £34,296.00 as well as 3 posts funded by Big Lottery and 1 post funded by Henry Smith which provide 2x Psychological Wellbeing Workers, 1x Mentoring Coordinator and 1x Trauma Counsellor for Salford. By funding an extra £20,000 for the first year we get added funded from other grants of £90,225.
The goods / services / works are only obtainable from one provider and there is no other provider available to allow genuine competition Pure Insights are a unique provider who have built up good relationships with Salford care leavers over the past three years. Pure Insight deliver a service that has grown with the needs of Salford Care Leavers to provide a unique offer. Parts of the service like the drop-in café facility, are bonus to the commissioned service and if we were to go to tender, we would have to commission different providers to facilitate the different parts of the service that Pure Insight delivers. This would not only mean more expenditure to the Council but also a loss in match funding and in savings.
This is a health service as it is funded by CAMHS Transformation fund from GM Integrated fund and the services are predominantly mental health support services.
Options considered and rejected were: To go out for full tender. This was rejected at this time due to time restraints and the time needed for the market to further develop for sufficient competition.
If this service is not commissioned then there is a risk of not meeting the requirements of the legislation and the identified needs of service users in relation to mental health and wellbeing, as detailed above.

Approval to award contract for Ordsall Chord Riverside Connection Footpath Improvements Additional documents: Decision: Salford City Council – Record of Decision
I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:
· to award the contract for the Ordsall Chord Riverside Footpath Improvements, as detailed in the table below:
· Following a fair and transparent open tender process the recommendation is to award the contract to the above contractor, Landscape Engineering Ltd. The overall response across quality, price and social value was of a sufficient standard to award. The quality and price scores demonstrate a supplier with the relevant skills and experience to deliver this scheme within the allocated budget. · To allow the Council’s Technical Services team to undertake appropriate supervision and management of the contract works. · To ensure that there is adequate risk provision and mitigate against construction phase risk.
Options considered and rejected were: Not to award the contract. The project forms part of the package of schemes that constitute a network of traffic free routes in City Centre Salford and had received MCF support for its development phase. Not awarding the contract would cause a severe delay in the delivery of the scheme. This project has received significant public and political interest in recent months with much anticipation to see this small section of the riverside made safe and finally opened up.
· Funding is available from the Regen Capital Programme 2023/24 · The council’s Technical Services (Engineering and Landscape Design, Structures, Lighting) teams are experienced in the design of schemes of this nature. · The contractor is on the council’s existing Framework and has a successful track record of delivering schemes of this nature on behalf of the City Council.

Decision: Salford City Council – Record of Decision
I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:
· the variation of an extension of a contract that was originally called off through the STAR framework 3924: AGMA Civil & Structural Engineering Professional Services for the appointment of three project and programme managers to take a client lead on grant funded infrastructure projects. This will be for a period to 25.10.2024, as detailed in the table below:

Decision: Salford City Council – Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· an Exception to Contractual Standing Orders to extend a contract for 0-19 Integrated Children’s Health Service, as detailed in the table below:
To request an exception to Contractual Standing Orders to approve a six-month extension of the contract for 0-19 Integrated Health Service to allow the service to undertake the necessary consultation prior undertaking a compliant competitive open tender process.
Options considered and rejected were: 1. The options for procurement
Option 1: Re-procurement of the existing contract as intended with 5% savings
1.2In order to ensure quality provision within a reduced financial envelope based on market feedback an Equality Impact assessment is being undertaken to ensure we are not disadvantaging particular communities.
Risks 1.3The timeline for immediate procurement would introduce risk in transition should a new provider be successful and TUPE transfer be delayed.
1.4A risk of procurement failure with limited or no bidders due to the tight timescales for providers to turn around their bids would introduce risk to essential frontline services.
Risks relate to potential challenge from external providers who would be interested in bidding for the contract if it were to go out to tender set against the risk of further disruption and instability in the system that might result in a change of provider. The market testing identified one other NHS provider outside of Greater Manchester who provides the service to neighbouring authority. There are other NHS providers within Greater Manchester who currently provide the service to neighbouring authorities and they may have not felt the urgency to submit their interest to a market testing questionnaire.
