Decision:

Salford City Council - Record of Decision

 

I Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve:

The decision to insource Shared Lives and give permission for SCC officers to undertake necessary work to secure the Salford City Council delivery model.  To do so permission to vary the contract with Aspire by cancelling the element of the contract, including extracting the contract value of the Shared Lives service and TUPE associated staffing resource from Aspire to Salford City Council.  With the approval of addition funding in the region of £33k to cover additional costs against the Salford City Council delivery model.

The Reasons are:

Based on analysis of service delivery and as presented in the report Service Delivery Options presented at Adult Commissioning Committee September 21, council officers have worked through indicative risks and benefits for a Salford City Council delivery model against that of the current model delivered by Aspire.  Opportunities and benefits highlighted as part of the reports give evidence and rationale to insource the service and enhance the existing Shared Lives offer.

Options considered and rejected were:

Retaining the service ‘as is’ with direct delivery of the Shared Lives function as part of the block contract arrangement with Aspire.

Direct delivery by Salford City Council

Directly employed by Salford Care Organisation
