Salford Quays Vision Decision: Salford City Council - Record of Decision
I, Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby approve and endorse the content of the new vision for Salford Quays and agree to promote the widespread dissemination of the Salford Quays Vision 2030 document.
A new updated vision has been prepared for Salford Quays. This new version of the document seeks to understand the shared principles embodied in the area and how that can be applied to future development. It has been developed in partnership with local communities and stakeholders and seen as a document that benefits from co-design and co-operation.
The purpose of the document is, rather than reinvention, to create a common purpose and a shared set of goals for everyone in Salford Quays; some principles are long established and might need better development or promotion, others need new areas of work or focused cross partner efforts to celebrate the place as it could be.

Appropriation of Land at Blandford Drive, Kerrera Drive and Longshaw Drive Additional documents:
Decision: Salford City Council - Record of Decision
I, Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:
1. Note the outcome of the advertising of the intention to appropriate, for planning purposes pursuant to section 122 of the Local Government Act 1972 and section 227 Town and Country Planning Act 1990, and dispose of land at Longshaw Drive, Little Hulton that is currently held for education purposes and may have been used by local residents as open space; and
2. Approve the appropriation of land off Blandford Road, Charlestown, Kerrera Drive, Weaste and Longshaw Drive, Little Hulton (the Sites) for planning purposes to facilitate development by the Council pursuant to recently granted planning consents for affordable housing provision on the sites, as the sites are no longer required to be held for their current purpose.
3. Note that the appropriation of land at Kerrera Drive, Weaste will only take effect on receipt of the relevant statutory consents from the Department for Education and completion of the land transfer of part from the Manchester Diocesan Board of Education.
The Reasons are these approvals will allow for the provision of affordable housing units on the Sites for planning consent has recently been granted for a mix of houses and apartments across the sites providing 290 homes for mixed tenure
Options considered and rejected: take no action
Source of fundings: There are no direct financial implications of this appropriation of land, but there is a low risk of future compensation claims arising from the potential interference with third party rights which would have to be met by the City Council from within its Capital Programme.

City of Salford Stadium - Land Disposal Decision: Salford City Council - Record of Decision
I, Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:
1. Amend the previous approvals
(1) “Give consent in the City Council’s capacity as chargee, to The City of Salford Community Stadium Limited’s freehold disposal of land forming plots 5A, 5B and 9 at the stadium site to Cole Waterhouse, with the receipt from the sale (net of costs and allowances for abnormals) paid to the Council” to “Give consent in the City Council’s capacity as chargee, to The City of Salford Community Stadium Limited’s freehold disposal of land forming plots 5A, 5B and 9 at the stadium site to Cole Waterhouse, with the receipt from the sale (net of costs and allowances for abnormals) to be allocated as per the Coscos shareholder arrangements and any replacement shareholder arrangements to be established as part of the Coscos DevCo restructure arrangements ”
(2) “Give consent to the Council releasing the charge in part on the above plots after receipt of the proceeds of sale” to “Give consent to the Council releasing the charge on the above plots on the basis that the receipt from the sale (net of costs and allowances for abnormals) will be allocated as per the Coscos shareholder arrangements and any replacement shareholder arrangements to be established as part of the Coscos DevCo restructure arrangements
2. All other matters to remain as previously approved on 22nd February 2021
3. Authorise that the Shared Legal Service is instructed to conclude all documentation necessary to give effect to this amendment alongside the previous approvals granted
