TfGM Bus Passenger Access Enhancements Additional documents: Decision: Salford City Council - Record of Decision
I Councillor Paula Boshell, Deputy City Mayor, in exercise of the powers contained within the Council Constitution do hereby give:
(1) Approval, in accordance with the Highways Act 1980, to enter into a Section 278 agreement with Transport for Greater Manchester (TfGM).
(2) Authority to the Strategic Director Place, in consultation with the S151 officer, to draft and approve the Grant Funding Agreement (GFA) between Salford City Council, Transport for Greater Manchester (TfGM) and the Greater Manchester Combined Authority (GMCA). The Reasons are to facilitate the delivery of works on Salford’s highway’s network Bus Passenger Enhancement Project, enabling the upgrade of 67 existing bus stops in the City. Options considered and rejected were not to enter into a Section 278 agreement. The source of funding is at this stage there are no financial implications for the city council. Following approval of the Grant Funding Agreement (GFA) between Salford City Council, Transport for Greater Manchester (TfGM) and the GMCA, further approval will be required to approve spend. Princes Park Garden Centre Decision: Salford City Council - Record of Decision
I Councillor Paula Boshell, Deputy City Mayor, in exercise of the powers contained within the Council Constitution do hereby give:
Approval to the revised terms agreed relating to the lease of premises at Princes Park in Irlam and the novation of the contract from Salford City Council to Salford Royal Foundation Trust (Salford Care Organisation). The Reasons are to revise and formalise the existing lease following a review of the service to allow implementation of recommendations for its future and continued operation. Options considered and rejected were to take no action. Ordsall Development Sites Decision: Salford City Council - Record of Decision
I Councillor Paula Boshell, Deputy City Mayor, in exercise of the powers contained within the Council Constitution do hereby give approval to:
(1) The marketing of four separate sites identified in Ordsall (2) An indicative development prospectus (outlining the City Councils aspirations for the sites along with its desire for the development of the sites to provide a legacy return to the City Council) and the questionnaire, both to form part of the marketing process (3) The form of marketing used being delegated to the Strategic Director of Place following additional legal advice to ensure that such marketing is legally compliant with regard to the Council’s requirements. The Reasons are to identify a variety of development options for the sites and the suggested marketing exercise provides an opportunity to seek submissions from a range of potential partners whose proposals can then be fully considered against Salford City Council’s selection criteria. Options considered and rejected were to take no action.
Assessment of Risk: As the recommended way forward to deliver the Councils vision for the site is not a route the Council has previously used, particular attention will need to be given to the management of risk associated with the chosen way forward once bids received have been assessed and a recommendation made as to the preferred partner Source of funding: There are no direct financial implications contained within this report that require approval at this stage
