Decision:

Salford City Council - Record of Decision

 

I Paul Dennett, City Mayor, in exercise of the powers contained within the City Council constitution do hereby:

 

  1. Approve the proposed variations to the Pendleton Development Agreement.
  2. Authorise the Shared Legal Service to document the variations and to take all steps which are expedient to give effect to the recommendations

 

The Reasons are the variation enables the developer to bring forward future phases of development in line with the adopted masterplan and enable them to commission the detailed design, site investigations and planning approvals for a Phase 3 development.

 

The council has also applied for Housing Infrastructure Funding to support development and agreement to continue to work with SP+ (Development) will, if funding is successful, provide a delivery model for the proposed infrastructure works.

Options considered and rejected were -  If the Development Agreement is terminated the council will need to procure a new development partner to deliver both HIF and the remaining homes proposed in the masterplan, causing further delay and delivery risk..

Assessment of Risk  - Low

Any changes to the Development Agreement will extend the development partnership and their ability to bring forward the planned redevelopment of the area.  Any proposal to terminate the development agreement will add delay and put at risk the delivery of potential HIF resources as a new partner would need to be procured.

The source of funding is - No Council contribution is anticipated to the Development Agreement other than the transfer of land.
