Decision:

Salford City Council - Record of Decision

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

 

(1) Approve the subsidy from the Development Trust Account for the Salford Central project in relation to Plot C1, off Stanley Road, Salford.

 

(2) Authorise the shared legal service to complete any necessary legal documentation.

 

The Salford Central Masterplan is a 20 year regeneration initiative. It is one of the UK’s largest development projects, ranking 25th in Planning magazine's 2013 survey of the country’s 100 biggest regeneration projects.

The Salford Central Masterplan is made up of two inter-dependent but distinct areas; Chapel Street and New Bailey.

The Masterplan has the capacity to provide £650 million investment, 11,000 new jobs and 197,000sqm of commercial space.

Projects complete so far include:

·         the £10m transformation of the A6 corridor, which has delivered 17,000sqm of improved highways and public realm in and around Chapel Street

·         completion of English Cities Fund’s ‘Vimto Gardens’ mixed use residential and retail scheme fronting Chapel Street, delivering 83 apartments and 14 town houses in addition to ground floor retail and commercial units

·         installation of a new footbridge linking New Bailey to Manchester’s Spinningfields district which will lead to a direct pedestrian route to Salford Central Station through the New Bailey regeneration area

·         completion of the first phase at New Bailey includes a 143 bedroom riverside hotel (Premier Inn), new junction arrangements and a multi storey car park at Irwell Street

·         conversion of the long vacant ‘Brown Brothers’ engineering site on the corner of Chapel Street and Trinity Way into a 4 star independent boutique hotel and spa ‘The Ainscow’. Over 90% of the workforce was recruited locally through a recruitment and training partnership developed in conjunction with the Broughton Trust and Salford City Council

A Development Trust account was set up in 2006 to ‘lock in’ the value created from more profitable developments in the Salford Central Masterplan area to support less viable projects. 

English Cities Fund, a joint venture between Muse, Legal and General and Homes England, submitted a Development Proposal Notice in accordance with the provisions of the overarching development agreement for Salford Central in respect of the proposed development of Plot C1 off Stanley Street, Salford.

The viability appraisal for this site illustrated that the development is unviable without a subsidy of £4,752,484 from the Development Trust account.

Planning permission was approved in October 2019 for a landmark 23-storey building with 6-storey podium block to provide 211 apartments, ground floor commercial units and £3.3million of public realm improvements.

Salford City Council - Record of Decision

Title: Salford Crescent and University District Masterplan - Appointment of Private Sector Partner

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

(1)       Approve the appointment of a preferred private sector partner to deliver the Salford Crescent and University District Masterplan, following a rigorous procurement exercise through a competitive dialogue procedure, and the outcome of the evaluation of submitted final tenders; and

(2)       Authorise the City Solicitor to enter into legal and contractual arrangements with the preferred bidder as detailed in the report

 

Salford City Council and the University of Salford have been working closely together to develop the ambitious £2.5bn masterplan for Salford Crescent. The appointment of a private sector partner is essential for the realisation and delivery of the masterplan.

 

This will see the University of Salford campus and the surrounding area transformed into a new city district that will include a modern residential neighbourhood, the redevelopment of the University campus, a new industry innovation park and a cultural quarter built around key heritage assets.

 

The masterplan is a collaborative initiative between and Salford City Council and the University of Salford, as such the appointment of the preferred bidder also requires approval by the latter and until such time this information needs to remain confidential as to not prejudice that decision and to ensure compliance with procurement regulations.

The source of funding: N/A There are no financial implications arising directly from the appointment of the preferred bidder to deliver the Crescent and University District Masterplan. The drawdown of land by the appointed PSP, land payments and other financial matters will be subject to further approvals in the future.

Climate Change Implications:

There are no climate change implications arising directly from the appointment of the preferred bidder to deliver the Crescent and University District Masterplan.

 

However, the appointment of the preferred bidder provides a unique opportunity for the Council and University to work with a Private Sector Partner who is fully committed to the climate change agenda to lead the way in Salford’s drive towards carbon neutrality.
