DFT and TfGM Emergency Active Travel (EAT) Funds

I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:

 

1.    Note the £1.53 million of grant funding available to Salford City Council

for walking and cycling interventions as part of the Covid-19 response.

 

2.    Approve the scheme proposals, which will be developed further in

consultation with the appropriate Lead Members and the Walking and  Cycling Champion.

 

3.    Approve the spend of the grant awarded to Salford City Council.

 

 

The Reasons are the Covid-19 pandemic has fundamentally changed the way that people are travelling across Greater Manchester. Public transport capacity has been severely reduced and walking and cycling has significantly increased.  Recent data shows that one million cycling trips are now being made each week across Greater Manchester, an increase of 34% on pre lockdown levels.

 

Salford City Council has secured approximately £1.53 million of funding to implement measures that will support these trips and help to enforce appropriate social distancing.  The report details the sources of the grant, the deadlines for spend, proposed types of interventions and delivery progress to date.

 

Assessment of Risk: The Highways Design team are experienced in the design of schemes of this nature and delivery will be undertaken through Highway Services who have a successful track record of delivering schemes. In addition the scheme is to be entirely funded via external grant funding.

 

The source of funding: These schemes are to be fully grant funded.  The City Council will claim any grant funding in arrears on a quarterly basis.

Land at Crompton Street, Walkden & Highfield Road, Little Hulton

I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby;

 

  1. Note the response to the advertising of the intention to dispose of an area of public open space at Crompton Street, Walkden under Section 123(1), (2a) of the Local Government Act 1972 and that the comments made can be addressed and mitigated through the planning process.

 

  1. Subject to the above and the grant of planning consent, approve the disposal of the subject sites, one of which is currently public open space, to Great Places for terms of 250 years in addition to the other terms and conditions as set out in the report to deliver 20no supported housing units and 12no social rented units.

 

  1. Approve the terms and entering into a release of restrictive covenants and mines and minerals reservations with Peel Land and Property on the agreed terms set out in the report.

 

  1. Authorise the Shared Legal Service to complete all necessary documentation and to take all steps which are required to give effect to the above recommendations.

 

The Reasons are:   To support the delivery of supported and affordable housing in line with the Council’s Strategy.

The Bevan Intermediate Care Unit (IMCU) Stott Lane, Salford

 

I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:

 

1.     Approve a full contract award to appoint the preferred contractor (Galliford Try Construction) to deliver the IMCU on the terms outlined.

 

2.     Note the intention to reclaim from the project a one-off payment of £206,640 representing the permanent loss of 48 car parking spaces (£172,800) and 94 temporary car parking spaces (£33,840) to facilitate the IMCU.

 

3.     Note that the total cost estimate to deliver the IMCU

 

4.     Delegate expenditure of additional sums on the project, up to the £10.4million budget estimate to the Strategic Director of People/Procurement Board in accordance with governance limits.

 

5.     Approve the provisionally agreed Heads of Terms for the lease of the Intermediate Care Unit to Salford Royal Foundation Trust (SRFT)/Northern Care Alliance (NCA) on the basis that the costs of capital borrowing costs for the project are recovered via integrated fund arrangements over the lease term of 25 years.

 

6.     Approve the provisionally agreed Heads of Terms allowing SRFT/NCA to install a decked car park on the south side of the Stott Lane car park.

 

The Reasons are the requested approvals are now needed for the project to move forward on site.
