SALFORD CITY COUNCIL - RECORD OF DECISION

UNLOCKING CLEAN AIR IN GREATER MANCHESTER

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

 

(1) endorses Salford City Council’s formal sign-up to the Unlocking Clean Energy in Greater Manchester European Regional Development Fund (ERDF) supported project which includes proposals for a solar farm on council land by Kenyon Way and a Hydro-electric installation at Charlestown Weir.

 

(2) Agree to the amounts set out as match funding in the report.

 

(3) Agree to Salford City Council signing a partnership agreement with Energy Systems Catapult to allow continued participation in this project and to access ERDF Grant.

 

The Reasons:

 

Salford City Council is seeking to install solar PV at its site in Kenyon Way, Little Hulton and potentially a Hydro scheme at Charlestown Weir in order to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester’s target of becoming a carbon-neutral city region by 2038. Both Salford schemes have planning permission.

 

ERDF funding has been sought to address a gap in funding for the proposed investments and to ensure the City Council is able to generate a surplus across the lifecycle of each project. The project “Unlocking Clean Energy in Greater Manchester (UCEGM)” is led by the Energy Systems Catapult, with the consortium also including, Stockport, Wigan, Rochdale and Manchester Councils.

 

To access ERDF funds to support the Salford elements of the project Salford City council must now enter a partnering agreement with the Lead Partner - Energy Systems Catapult.

 

Assessment of Risk: The programme has a risk register in place and mitigation measures

 

The source of funding: Both schemes were included on a self financing basis in the 2020/21 capital programme agreed by council in February 2020. At this stage the full cost of the schemes was estimated at £3.076m including £1.784m as Salford’s matched contribution. The difference in the revised match funding of £2.098m will need to be included as part of the 2021/22 capital programme. This remains on a self financing basis.

SALFORD CITY COUNCIL - RECORD OF DECISION

PLAY STREET POLICY AND GUIDANCE

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

 

(1) Note and approve the content of the report.

 

(2) Authorise the use of Section 16A of the of the Road Traffic Regulation Act to enable the making of special event temporary traffic regulation orders for the purpose of facilitating Play Streets and delegates this to the Strategic Director Place.

 

The Reasons: Salford Ward Councillors have requested consideration of the introduction of Play Streets across the City to offer children a safe place to play near their home which will in turn increase physical activity for children. It can also build stronger neighbourhoods by increasing friendships and socialising for both adults and children.

 

This guidance offers a way forward that supports the provision of Play Streets on quiet, primarily residential streets across the City. The intention is that Play Streets will be supported by the Community Committee and will be funded from the Community Committee Highways Devolved Budget.

 

Assessment of Risk: Low

 

The source of funding: There is sufficient funding within the Highways Devolved Revenue budgets, which can be made available to each neighbourhood, to support future costs associated with the events orders and making the Play Streets schemes more accessible to all residents.

 

Future proposals will be reviewed on a scheme-by-scheme basis and will be subject to the approval of the relevant Highways Task Group.

DRAFT CRESCENT DEVELOPMENT FRAMEWORK

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

 

(1) Note and approve the content of the report.

 

(2) Endorse the Draft Crescent Development Framework for the purposes of public consultation and notes that the final version will be brought back to a future meeting for approval

 

The Reasons: In March 2020 the City Council and University appointed the English Cities Fund as Private Sector Partner to deliver the Crescent Masterplan. Since March, the partners have been reviewing and testing the initial Masterplan proposals developed by 5plus architects (endorsed by Cabinet in February 2018) and developing the delivery programme.

 

The Partners are eager to build on current project momentum and the wealth of work already undertaken to prepare and adopt a new Development Framework for the area by the end of 2020, to replace the now outdated Crescent Development Framework (2014).

 

An initial scoping consultation on the draft vision and objectives for the Development Framework was undertaken between June-August 2020. Letters were issued to all properties within the proposed red line boundary of the Development Framework area (and properties located within 150m of the red line boundary) and to statutory consultees. Comments received have been reviewed and incorporated into a Draft Development Framework and approval is now sought to commence public consultation on the Draft Development Framework.

 

Assessment of Risk: Low

 

The source of funding: At this stage there are no financial implications. As the scheme progresses further approvals will be required.
