I Paul Dennett, City Mayor, in exercise of the powers contained within the Salford City Council Constitution do hereby approve the placing of a restriction on Salford Council’s freehold legal title at the new Salford City Roosters Clubhouse as security for a grant from Sport England for a maximum term of 15 years from the 9th July 2019; the date of acceptance of the Grant.

 

The Reason being to address an action within Salford City Council’s Playing Pitch Strategy, which is to improve ancillary facilities at the site which is currently leased to Salford City Roosters.  Thereby contributing to a sustainable future for the club; directly contributing to an active city.

Salford City Council - Record of Decision

 

I Paul Dennett, City Mayor, in exercise of the powers contained within the Salford City Council Constitution do hereby approve:

 

1.     the Crescent Development Framework 2021 as a material planning consideration for future planning decisions; and

2.   the cancellation of the Crescent Development Framework 2014.

 

The Reason being in March 2020 the City Council and University appointed the English Cities Fund as Private Sector Partner to deliver the Crescent Masterplan. Since March, the partners have been reviewing and testing the initial Masterplan proposals developed by 5plus architects (endorsed by Cabinet in February 2018) and developing the delivery programme. The need to prepare a new up-to-date Development Framework for the area to replace the now outdated Crescent Development Framework (2014) was identified as a key early action.

Salford City Council - Record of Decision

 

I, Paul Dennett, City Mayor, in exercise of the powers contained within the City Council’s constitution do hereby:

 

  1. Note the outcome of the review of developer submissions received from interested parties for the Ordsall residential development sites;

 

  1. Note the outcome of the advertising of the intention to dispose of areas of public open space under Section 123(1), (2a) of the Local Government Act 1972, if the sites are to be offered for sale/development;

 

  1. Note the conclusions of the financial review of the proposed income-strip delivery models received in comparison with a Council self-delivery option;

 

  1. Support the recommendation to proceed with a Council/Derive “self-build” option following the comparison of that option against the submitted proposals as detailed in the report;

 

  1. If a “sale/development” to a third party is preferred, to shortlist three bids as a basis for going back to those parties seeking best and final offers based on the Council’s revised brief for the sites; and

 

  1. Authorise officers to revert back to the bidders to advise them of the proposed way forward

 

The Reasons are to consider whether to proceed with the Council/Derive “self-build” option, subject to the preparation of a detailed business case, or to progress with the sale/development of the sites to/by a third party.
