Chapel Wharf Draft Development Framework Additional documents: Decision: Salford City Council - Record of Decision
I Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve that public consultation on the draft Chapel Wharf Development Framework can be undertaken on the basis that the final version will be brought back to a future meeting for endorsement.
Options considered and rejected were: Not to undertake public consultation. The Chapel Wharf Development Framework will not be a statutory planning document, however it will become a material consideration for the City Council as the Local Planning Authority upon adoption. The weight to be given to the Framework will be greater as a result of undertaking public consultation on it.
Once finalised, the Development Framework will act as key additional guidance for the delivery of new development across the area.
The council only has a small amount of land ownership in the area and is not under any obligation through this framework to make commercial commitments towards any of the interventions identified.
However, opportunities may arise throughout the life of the framework for land assembly, working in conjunction with developers to bring forward new zones of development. Any such proposals will be brought forward for approval at the appropriate time.
The Council will also seek to identify funding to bring forward infrastructure interventions established in the framework such as those identified as ‘Catalyst Projects’.
Legal Advice obtained: Robert Irvine A final version of the Framework which will include the results of the public consultation exercise proposed above will be brought back for endorsement. Once the Framework has been endorsed it will become a material consideration for the City Council as Local Planning Authority.

Solar Car Ports Installations - Turnpike House and Swinton Hall Road Depots Decision: Salford City Council - Record of Decision
I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution, do hereby:
Salford City Council is installing solar PV at its site in Kenyon Way, Little Hulton and a Hydro scheme at Charlestown Weir in order to increase local renewable energy generation and increase the flexibility of local energy supply as part of its contribution towards Greater Manchester’s target of becoming a carbon-neutral city region by 2038. ERDF funding has been secured for this.
One of the partners in the Unlocking Clean Energy in GM consortium has withdrawn from the program leaving ERDF grant available for a suitable project. Salford has proposed installing solar carports at both Turnpike House and Swinton hall Road Depots. This would cost approximately £1,073,000 and attract ERDF Grant of nearly £518,000. These two sites are expected to produce about 0.5MW of electricity, equivalent to a quarter of our solar farm in Little Hulton.
