Decision:

Salford City Council - Record of Decision

 

I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the Salford City Council constitution do hereby:

 

(1) Approve an additional 11 solar PV sites as part of Salford City Council’s continued participation in the ‘Supporting Greater Manchester Regional Heat and Energy Decarbonisation Delivery’ Scheme.

 

(2) Approve the acceptance and signing of an amended Grant Fund Agreement once it has been received.

 

(3) Note the potential for a further round of funding (PSDS 3) and approve Salford City Councils participation in a further consortium bid with the GMCA.

 

The Strategic Director for Place submitted a report indicating Salford City Council was part of a consortium, led by the Greater Manchester Combined Authority (GMCA), for Government funding to install and deliver installation of heat decarbonization and energy generation technologies across the public estate.

 

This consortium had already secured £78m Government funding, including £5.2m for the installation of Air Source Heat Pumps at 12 sites and roof mounted solar PV (Photovoltaics) at another 11 sites. Through the delivery of the project the GMCA had identified spare budget capacity which could fund additional installations. Consequently, the City Council now proposed further solar PV sites and with the eligibility criteria the GMCA had confirmed that they could provide 40% of the required funding from grant (£240k) with Salford City Council providing the remaining 60% through match funding from the approved Invest to Save budget for the installation of solar PV (£360K) and which the above actions will allow to proceed.

Decision:

I Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby:

Approve the execution of the grant agreements with Homes England

Approve match funding from the use of self-financing borrowing (supported from rental income generated) met from within the existing allocation for housing delivery and development within the approved Place 21/22 capital programme.

Note the further progress in seeking and securing funding for the City’s rough sleepers accommodation programme.

 

 

The Reasons are:

The recommendations as set out within the report will assist with the delivery of rough sleepers accommodation within the City if approved.

 

Options considered and rejected were:

Assessment of Risk: Medium

 

The direct delivery of housing changes the risk profile as the City will take on the risk of successful tenders, potential cost overruns and project delays. These will be monitored and mitigated through the project group of professionals.

 

The main current risk is that of construction risks – rising costs and material shortages.

The source of funding is:

Grant funding and Council borrowing

The property at Wingate Rd and the other sites will be appropriated for housing purposes to facilitate the rough sleeper accommodation.

Subject to funding approvals and in compliance with any specific funding conditions, when commissioning contracts for the procurement of goods, services or the execution of works the Council as a ‘contracting authority’ must comply with the Public Contracts Regulations 2015 (PCR) as well as the provisions of its own Contractual Standing Orders (CSO’s), Financial Regulations and the duties of Best and Social value, failing which the award of a contract may be subject to legal challenge.

Legal shall be happy to advise on the terms of the grant funding agreement between the Council and Homes England to ensure the Council’s interests are protected as far as possible. The terms of any grant funding agreement will need to be adhered to in the event that there are clawback provisions for failure to comply.

The capital cost of delivering the units will be funded from a combination of external grant and borrowing (self- financing funded from rental income).

Procurement will work with the project team to undertake the correct procurement procedure ensuring that the process followed complies with the Council’s contractual standing orders
