I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:

 

  1. Approve the transfer of land at Longshaw Drive, Little Hulton by way of DfE (Department for Education) Model 125-year Free School Lease

 

  1. Authorise the Shared Legal Service to negotiate, agree and complete the necessary documentation and the taking of all steps which are expedient to give effect to the above recommendation.

 

The Reasons are to facilitate the development of a new Secondary Free School on the site

Decision:

Salford City Council - Record of Decision

 

I, Councillor John Merry, Deputy City Mayor, in exercise of the powers contained within the City Council constitution do hereby:

 

  • approve the Capital Investment for a new Multi Storey Car park at Stott Lane
  • approve the associated rental/re-payment arrangements that have been agreed between the Council and the Northern Care Alliance Hospital Trust in relation to the car park.
  • authorise the Strategic Director Place, in consultation with the City Solicitor and Chief Finance Officer, to finalise negotiations and instruct the Legal Service to enter the necessary legal arrangements for both the build contract and lease (and agreement for lease if required) of the new car park/new parking arrangements to give effect to these recommendations.

 

 

The Reasons are Northern Care Alliance (NCA) have requested Salford City Council (SCC) consider funding a demountable multi storey car park (MSCP) on part of the existing surface car park at Stott Lane owned by SCC in return for the NCA taking a long lease of the completed car park from SCC.

 

The request has been made as the Trust do not have the Capital resources to deliver the scheme and wish to take a wider public sector approach to delivering the car park given the broad community benefits that will flow from the scheme given the increasing importance of the hospital as both a local, regional, and national facility.

 

The proposals have several benefits to both parties including enhanced asset control to the Council, addressing concerns about parking capacity for hospital staff and visitors, improve the impact of hospital operations in the local area and helping future proof activities at the hospital.
