Land at Lester Road, Little Hulton - Lease to GMWDA Decision: Salford City Council - Record of Decision
I Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve a back-dated increase in rent received from The Greater Manchester Waste Disposal Authority (GMWDA), as the tenant for premises/land located at Lester Road Little Hulton, calculated in accordance with the terms of the lease agreement.
The proposals allow for rent payment adjustments relating to the lease of land at Lester Road, which have been calculated in accordance with the review provisions contained within the respective lease agreement.
Options considered and rejected were:N/A
The proposal is in accordance with the content of the lease agreement previously signed by the Council.
Financial Advice obtained: Yes Enhancement to current income stream, increase from £12,500 per annum to £18,660 per annum, and the receipt of the back dated uplift amounting to £39,490.

Decision: Salford City Council - Record of Decision
I Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby approve:
1. The proposed way forward relating to remaining development in Central Salford. 2. That Salford City Councils existing development partner English Cities Fund (ECF), be instructed to undertake detailed design work in order for the council & ECF to ascertain a greater understanding of scheme costs and viability. 3. That further report(s) be brought forward at the appropriate stage seeking approval to the detailed commercial arrangements.
1. To facilitate delivery of remaining development in Central Salford through the Council’s existing development partnership with English Cities Fund (ECF)
2. To maximise the opportunity to lever in external grant funding sources that are currently available to both the Council and its development partner ECF.
Options considered and rejected were: Not to progress with development at the present time. However, the opportunity that currently exists to support development through current funding opportunities and the Council’s partnership with ECF would be lost.
If the proposed way forward, detailed in the report, is not approved, there is a significant risk that successfully completing development in Central Salford will not happen for many years.
