I Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution, do hereby approve restrictions being placed on Salford Council’s freehold legal titles to the Facilities making up the Ordsall Leisure Centre site as security for the Grant for a term of 21 years from the 8th March 2023 which was the date of acceptance of the Grant (“the Clawback Period”).

 

The Reasons are a project to develop the footballing offer at Ordsall Leisure Centre has been successful in securing a grant of £190,697.00 from the Football Foundation.  The Football Foundation offer of funding is subject to grant conditions which have been accepted in principle.  A specific requirement is to place a restriction on Salford Council’s freehold legal titles to the Facilities as security for the Grant for duration of the Clawback Period, (21 years).

I, Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution, do hereby:

 

  1. Approve the disposal of land at Hanover Court, Broughton on the agreed terms contained in this report.

 

  1. Delegate authority to the Strategic Director of Place and the Section 151 officer to negotiate and finalise the commercial arrangements and all other necessary ancillary agreements to allow the completion of the arrangements as detailed in this report

 

  1. Authorise the City Solicitor to progress and complete the associated legal formalities and the taking of all steps required to give effect to the above recommendations

I Councillor Tracy Kelly, Deputy City Mayor, in exercise of the powers contained within the City Council Constitution do hereby:

 

1.    Note the content of this report.

2.    Give delegated authority to the Executive Director, Place and the Director, Regeneration, in consultation with the City Solicitor and the Section 151 officer, to approve the English Cities Fund’s Site Business Plan for the Council owned Car Park Site at Peru Street, agree the relevant conditions, negotiate and finalise the commercial arrangements and all other necessary ancillary agreements to enable the site to be brought forward for residential development.

3.    Give delegated authority to the Executive Director, Place and the Director, Regeneration, in consultation with the City Solicitor and the Section 151 officer, to enter into commercial Heads of Terms with the English Cities Fund for the drawdown of Council owned land to deliver a deliver a 100% affordable residential development, comprising 100 apartments on the site.

4.    Acknowledge and endorse the ongoing discussions regarding the use of the receivable land payment to support strategic land assembly across the Crescent area, with a particular focus on the Innovation Zone.

 

 

The Reasons are to allow for the development of the site for housing purposes, in accordance with the  Strategic Master Programme and Delivery Plan (SMPDP) for the Crescent.
