Discretionary Rate Relief Scheme for 2018/19. Decision: I, Councillor William Hinds, Lead Member for Finance and Support Services in exercise of the powers contained in the Scheme of Delegation within the Salford City Council Constitution do hereby confirm the decision to approve the extension of the Discretionary Rate Relief Scheme for a further year (2018/19). The approved scheme allows awards to be made for set periods of time, in this case for one year during which the scheme can be reviewed as part of the transformational piece of work under Project Connect. Reputational damage to the council if timely awards are not made.

Decision: Salford City Council - Record of Decision
I, Councillor William Hinds, Lead Member for Finance and Support Services in exercise of the powers contained within the Salford Council Constitution do hereby approve the application for council tax reduction. Ref 90469134/5. The reasons are that Local Authorities have discretion to consider such applications in accordance with under Section 13A of the Local Government Finance Act 1992.
Assessment of Risk: - Where hardship relief is granted the cost will partly be met by the City Council and its council tax payers.
The source of funding is: Partially funded by Central Government and partially by the City Council.

Write-off of Irrecoverable Debt - Council Tax, Business Rates & Benefit Overpayments. Decision: I, William Hinds, Lead Member for Finance and Support Services, in exercise of the powers contained within the City Council Constitution do herby approve the proposed write-off of irrecoverable debts as outlined below: - £ Council Tax 507,005.19 Business Rates 1,619,962.29 Benefit Overpayments 371,838.54 and £ Council Tax credits 5,846.22 Business Rates credits 2,399.02
All the amounts included in this report are within the £350,000 limit set for Lead Member approvals The Reasons are: The liabilities mentioned in the report for write-off are irrecoverable. Those being written on are cases where a credit balance exists on accounts. Options considered and rejected were: To leave outstanding amounts on the accounts for a further period. Assessment of Risk: The write-off irrecoverable amounts is an essential part of account administration.
