Priestley Road, Swinton North (TRO 2087) 'No Waiting At Any Time' Restriction. Decision: Salford City Council - Record of Decision
I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the City Council constitution, do hereby authorise the making of the Traffic Regulation Order to introduce ‘No Waiting At Any Time’ restrictions on Priestley Road, Swinton North, Salford) (Traffic Regulation Order 2017)
A request has been made to Urban Vision by Swinton and Pendlebury Highway Task Group to investigate into providing a parking scheme on Priestley Road following complaints from local businesses that larger vehicles were having difficulty accessing their premises due to parked vehicles.
Investigations including site visits revealed that vehicles were parking on both sides of Priestley Road close to accesses and partially on the footways. This is making it difficult for large vehicles to travel along Priestley Road and access premises. Parking on the footways can also at times cause access problems for pedestrians. The parking was predominantly by workers from local businesses situated on Priestley Road.
The council is committed to improving road safety particularly for pedestrians, cyclists and other vulnerable road users. The area identified is primarily industrial and is used as access for large commercial vehicles.
It is therefore considered appropriate to introduce ‘No Waiting at Any Time’ restriction to maintain access at the key junctions and accesses as well as removing double parking on Priestley Road at all times to ensure access is available for the types of vehicles expected within this commercial area. The restrictions will also prevent footway parking which can cause difficulties for pedestrians.
The proposed scheme includes:- Ø Introducing ‘No Waiting at Any Time’ TRO at junctions, private access road and North western side of Priestley Road. Ø Installing H Access Protection markings at some private access.

The works proposed by this report should not give rise to any legal implications provided the works are carried out in accordance with the appropriate statutory requirements set out in the Road Traffic Regulation Act 1984

The scheme has been approved and the cost of the proposed scheme will be met from the Highways Block 3 devolved capital allocation for Swinton and Pendlebury, in the 2017-18 financial year.
