City of Salford (Lees Street, Swinton) (Prohibition of Waiting and Amendment) Order 2018. Decision: Salford City Council - Record of Decision
I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution do hereby uphold the objection in part and authorise the making of the Traffic Regulation Order to introduce ‘CITY OF SALFORD (Lees Street, Salford) (Prohibition of Waiting and Amendment) Order 2018 in the modified form set out in the Report.
A traffic management scheme has been designed to introduce a ‘No Waiting at Any Time’ restriction on Lees Street to maintain safe vehicular access throughout the area. Due to speeding concerns length of originally advertised TRO has to be reduced as given in the Report.
Assessment of Risk: Implementation of the restrictions would decrease the risk of collisions and improve access.
The source of funding is– Highways Block 3 Devolved capital allocation for Swinton and Pendlebury.

Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Council’s Traffic Advisory Panel. Adhering to this procedure should not give rise to any legal implications.
The Local Authorities’ Traffic Order Procedure Regulations 1996 provide that an order-making authority may modify an order in consequence of any objection or otherwise before it is made. If the modification constitutes a substantial change, the order-making authority shall give persons likely to be affected by the modifications the opportunity to make representations. In the context of the proposed modification to the order, it is not considered that the modification set out in the report constitutes a substantial change.
If the decision is made to implement the proposals in this report, this should not give rise to any legal implications provided the works are carried out in accordance with the appropriate statutory requirements, including the Road Traffic Regulation Act 1984.

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution do hereby uphold the objection in part and authorise the making of the Traffic Regulation Order to introduce ‘CITY OF SALFORD (Cavendish Road Area) (Prohibition And Restriction of Waiting and Amendment) Order 2018 in the modified form set out in the Report.
A traffic management scheme has been designed to introduce a ‘No Waiting at Any Time’, ‘No Waiting’ and ‘No Stopping’ on School Keep Clear markings restrictions on Cavendish Road to maintain children safety near school as well as other pedestrians throughout the area. Due to objection the operation time of ‘No Waiting’ restriction has been amended as given in the Report.
Assessment of Risk: Implementation of the restrictions would decrease the risk of collisions and improve access.
The source of funding is– to be met from the Block 3 Highways Capital allocation of the East Salford devolved budget carried forward from the 2018/19 financial year.

Mather Road, Eccles (TRO 2150) Proposed Waiting Restrictions Amendments. Decision: Salford City Council - Record of Decision
I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby uphold the objection in part and authorise the making of the Traffic Regulation Order to introduce the CITY OF SALFORD (Mather Road Area, Eccles) (Prohibition of Waiting and Amendment) Order 2018 in the modified form set out in the Report.
The Reasons are: To improve road safety by maintaining sight lines at the junctions of Mather Road and Chadwick Road, and Mather Road and Plum Tree Close, address access concerns for vehicles turning into both junctions and increase kerbside availability for local residents to park by revoking the waiting restriction on the western side of Mather Road.
Assessment of Risk: The proposed restrictions will improve road safety at the junctions by decreasing the risk of collisions and improve access.
The source of funding is– to be met from the Block 3 Highways Capital allocation of the Eccles devolved budget carried forward from the 2018/19 financial year.
