Decision:

Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby authorise the making of the Traffic Regulation Order to introduce Prohibition of Waiting restrictions on Tootal Drive and a number of associated streets in Weaste & Seedley.

 

The Reasons are:     To improve road safety by maintaining sight lines at the

junction of Tootal Drive with Whitby Avenue and Wentworth Avenue; address access

concerns for vehicles turning into Bridlington Avenue and ensure the footways are

clear at all times for pedestrians to use the existing crossing provision.

 

Assessment of Risk:   The proposed restrictions will improve road safety by decreasing the risk of collisions and improve accessibility.

 

The source of funding is– to be met from the Block 3 Highways Capital allocation of the Claremont & Weaste devolved budget carried forward from the 2017/18 financial year.

 

Legal Advice obtained:  Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Council’s Traffic Advisory Panel. Duly considering any objection through this procedure should not give rise to any legal implications.

 

Financial Advice obtained:  If the proposed scheme is agreed, the cost of the proposed scheme will be met from the Highways Block 3 Devolved Capital allocation for Claremont & Weaste, in the 2017/18 financial year.

 

Procurement Advice obtained:  There are no procurement implications.

Decision:

Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby authorise the making of the Traffic Regulation Order to introduce ‘City of Salford (Old Clough Lane, Little Hulton & Walkden) Introduction of Speed Cushions and Road Hump

 

The Reasons are:  A traffic calming scheme has been designed to manage traffic speed to ensure the existing 20mph speed limit is self-enforcing and does not put unnecessary pressure on GMP to enforce the speed limit. Measures deemed necessary following recent traffic counts where 85% of vehicles were exceeding the posted 20mph speed limit.

 

Assessment of Risk:   Implementation of traffic calming will decrease vehicular speeds, improve road safety for all vulnerable road users especially school children in the vicinity of Walkden high School.

 

The source of funding is– a combination of a HDB Funds and additional contribution from Block 3 funding totalling £70,400.

 

Legal Advice obtained:  When commissioning contracts for the procurement of goods, services or the execution of works, the Council must comply with the requirements of the Public Contracts Regulations 2015 and its own Contractual Standing Orders (CSO’s) failing which the decision may be subject to legal challenge.

 

The report seeks approval for the instruction of Urban Vision Partnership Limited to undertake the works as detailed in the report, and in that regard, the Council will effectively appoint Urban Vision under the terms of the exclusivity arrangement with them contained in the Development Services Partnership Agreement.

 

The works proposed by this report should not give rise to any particular legal implications provided they are carried out in accordance with the appropriate statutory requirements.
