Decision:

Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

Overrule the objection and authorise the making of the Traffic Regulation Order on Bolton Road adjacent to A6, in the form given in the Notice of Proposals and as set out in the Report.

 

The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce City of Salford (Bolton Road, Salford) (Prohibition Of Waiting, Limited Waiting Parking Places And Revocation) Order 2019 on Bolton Road (adjacent to A6).

 

Assessment of Risk: Implementation of the restrictions would improve visibility for vehicles leaving parking spaces and thereby decrease the risk of collisions.

 

The source of funding: The scheme is being promoted by Transport for Greater Manchester (“TfGM”) on behalf of Greater Manchester Combined Authority (“GMCA”), in association with Salford City and Bolton Councils as part of the Greater Manchester Growth and Reform Deal therefore the scheme delivery costs will be externally funded by GMCA.

 

Legal Advice obtained: Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Council’s Traffic Advisory Panel. Adhering to this procedure should not give rise to any legal implications, provided the works are carried out in accordance with the appropriate statutory requirements, including the Road Traffic Regulation Act 1984.

Overrule the objection and authorise the making of the Traffic Regulation Order in the A6 Broad Street area in the form given in the Notice of Proposals and as set out in the Report.

 

The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce: City of Salford (A6 Broad Street / Crescent) (Bus Lanes and Amendment) Order 2019, City of Salford (A6 Broad Street Off Slip Road)(Clearway) Order 2019, City of Salford (A6 Broad Street Off Slip Road) (One Way Traffic) Order 2019, City of Salford (A6 Broad Street Off Slip Road) (Bus Gate with Exemptions for Buses, Cycles and Hackney Carriages) Order 2019, City of Salford (A6 Broad Street Off Slip Road at the junction with Belvedere Road) (Prohibition of Left Turn) Order 2019 on A6 Broad Street / Crescent and A6 Broad Street Off Slip Road.

Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby authorise the making of the Traffic Regulation Order to introduce ‘limited waiting with permit holders’ parking restriction on Chorley Road and ‘residents parking areas’ on Beech Street, Broom Street and Ogden Street, Swinton South, Salford, Order 2019.

 

The Reasons are:

 

The proposed scheme will improve the local amenities of the area by improving a turnover of parking places on Chorley Road to benefit local businesses and also assist local residents by providing additional permit holders only parking areas.

 

Assessment of Risk:   

 

1. Chorley Road:

The scheme for Limited Waiting Parking Places would be operational from 9.00am to 4.00pm, Monday to Friday waiting limited to 2 hours, No return within 2 hours, Exemption for vehicles displaying a valid Parking Permit (ZONE B)

Outside of these hours anybody can park in the streets.

 

Introducing limited waiting with permit holder parking restriction at these locations will remove some of the all-day parking that currently takes place and create a turnover of spaces for visitors to the local shops and amenities, which will improve the vitality of the local area.

 

2. Beech Street, Broom Street and Ogden Street

The proposed parking scheme would take the format of signs being erected at the entrance points to the affected streets indicating that only vehicles with a valid parking permit displayed can park in the street. The scheme would be operational from Monday to Friday between the hours 10am to 3pmfor vehicles displaying a valid Parking Permit (ZONE B). Outside of these hours anybody can park in the streets. It is not intended to mark out parking spaces on the carriageway; residents will be able to park their vehicles in the same manner as they do currently park provided that they are not causing any obstruction.
