Decision:

Salford City Council - Record of Decision

 

I, Councillor Cammell, Lead Member for Children’s Services, in exercise of the powers contained within the City Council Constitution do hereby approve: the indicative budgets costs of £6,339,303 to support the permanent uplift in the planned admission number (PAN) at St Joseph’s RC Primary School, Ellesmere Park Academy and All Hallows RC High Schools.

 

The Reasons are:The permanent expansion of the above three schools will enable the Local Authority to continue meet its statutory to duty in relation to the provision of sufficient school places and enable the young people of the city to access local school provision.

 

Options considered and rejected were:Not Applicable

 

Assessment of Risk: If the city council does not increase its primary and secondary school provision to meet the projected demand, then the city council would not be fulfilling its statutory duty in relation to the provision of sufficient school places.

 

The source of funding is: The capital costs will be met from within the councils Basic Need grant allocations. Funding for these works will be awarded in the form of a grant allocations, in line with the relevant agreement and commitment.

 

Equality Impact Assessment: All works will be undertaken in accordance with relevant equality and DDA legislation and guidance.

 

Legal Advice obtained: Nicky Smith, Senior Solicitor. The proposals will enable the Council to comply with its statutory duty under the Education Act 1996 to provide sufficient places for primary and secondary education in its area.

 

Financial Advice obtained:Grace Rogerson, Senior Accountant.  The capital cost of this proposal will be met from within the councils Basic Need grant allocations, provision for which is included within the Children’s Services Capital Programme.

 

Procurement Advice Obtained: Deborah Derbyshire, Category Manager Procurement.There are no procurement implications as the delivery of the scheme will be led by external partners, the procurement and delivery of the scheme should be in line with the procurement rules, also following their own governance procedures.
