Decision: Salford City Council - Record of Decision
I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:
Authorise the making of the Traffic Regulation Order below, in the modified form, as set out in the report:
City Of Salford Allotment Road, Kenmore Grove, Poplar Grove, Moss Side Road And Prospect Road, Cadishead And Lower Irlam) (Prohibition Of Waiting, No Stopping On School Entrance Markings And Amendment) Order 2023
That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce ‘City Of Salford Allotment Road, Kenmore Grove, Poplar Grove, Moss Side Road And Prospect Road, Cadishead And Lower Irlam) (Prohibition Of Waiting, No Stopping On School Entrance Markings And Amendment) Order 2023’ to create safer environment for all road users.
Options considered and rejected were: To take forward the original scheme as set out in the report. This was rejected and the amended scheme proposed which reflects a compromise between the demand for on-street parking in this residential area, whilst still maintaining visibility for all road users.
The restrictions will be signed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions. (TSRGD 2016).
The scheme is funded from Highways Devolved Capital Budget for Irlam & Cadishead in 2022-2023 financial year.
The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed TRO.

Decision: Salford City Council - Record of Decision
I, Councillor Mike McCusker, Lead Member for Planning, Transport & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby approve:
The addition of the property Cleveland House, 224 Eccles Old Road to the local list of heritage assets. The property is considered to be a good example of a Victorian villa built for the wealthy merchants of the city and also has an unusual tower/turret feature to the rear. Former residents William Hinmers and James Higson were both Justices of the Peace with James Higson also being a Salford Councillor. When its use as a residential dwelling ceased Cleveland House became a nursing home for the residents of the city. The property is therefore considered to have good architectural value and strong historical associations to the city and as such is worthy of inclusion on the local list of heritage assets.
Options considered and rejected were: That the property was not added to the local list of heritage assets. This was rejected as the property was considered to have both architectural and historic local value.
Low – inclusion on the local list does not affect the requirement for planning permission but rather becomes a material consideration for any proposal requiring planning permission. This does not necessarily mean that planning permission will be refused; it may simply require additional consideration of the design of the proposal.
Legal Advice obtained: Comments from Justin Hobson. Legal issues have been considered within the body of the report. A local list is a non-statutory discretionary function of the Council. Any decision to add/remove a heritage asset to/from the local list would have the potential to be subject to judicial review on the normal grounds.

Review of Street Naming and Numbering Charges. Additional documents:
Decision: Salford City Council - Record of Decision
I, Councillor Mike McCusker, Lead Member for Planning, Transport & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby approve:
The proposed Street Naming and Numbering charges to cover the costs of the investigations, consultations, and notification to internal and external organisations, and officer time and resources as detailed in the report. The current SNN charges have not been reviewed for more than 10 years and are no longer cost effective, covering the officer time and work to carry out the street naming and numbering service. The purpose of the report is to request that the Lead Member for Planning, Transport & Sustainable Development review and agree the introduction of new charges for the service of carrying out the SNN service.
Options considered and rejected were: Not to increase the charges – this was rejected as those charges are no longer cost effective.
If the decision is made to implement the proposals in the report, these should not give rise to any legal implications.
