I, Councillor Mike McCusker, Lead Member for Planning & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby approve:


THAT the properties 2 Hanover Gardens and 24 Broom Lane are not added to the Local List of Heritage Assets.


The Reasons are:


·         The area is important to the Jewish Community (as reflected in the population statistics for the ward) and if the properties were added to the local list it may reduce the extent that they could be extended to provide larger accommodation in the future, which would cause unnecessary concern and have a detrimental impact upon the lifestyle of the Jewish Community who are recognised as having larger than average families.  In addition, the Jewish Community are required to live within a walkable distance of their place of worship which can further restrict where they can live.  If the properties are added to the local list this could affect the ability of households to remain within the local community and would therefore have a detrimental impact resulting in a loss of social and community value in the area.


·         The properties played a significant role in the early 20th century development of this area for the growing middle class Jewish community of Salford and if the properties were to be included on the local list of heritage assets this may restrict the further development and extension of the properties which would be detrimental to the lifestyle of the Jewish community who often require larger properties as they have larger than average families, thereby being contradictory to the original role of the properties in the development of this area for the Jewish Community.


Options considered and rejected were: That the properties 2 Hanover Gardens and 24 Broom Lane were added to the local list of heritage assets.
