Decision: Salford City Council - Record Of Decision
I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:
Authorise the making of the Traffic Regulation Order below, in the modified form, as set out in the report:
City Of Salford (Devonshire Road and Chadwick Road, Salford) (Prohibition of Waiting and Revocation) Order 2023
The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce ‘City of Salford (Devonshire Road And Chadwick Road, Salford) (Prohibition Of Waiting And Revocation) Order 2023’ to create safer environment for all road users.
Options considered and rejected were: To take forward the original scheme as advertised. This was rejected and the amended scheme proposed which reflects a compromise between the demand for on-street parking in the area, whilst still maintaining visibility for all road users as set out in the report.
Assessment of Risk: The restrictions will be signed in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions. (TSRGD 2016).
The source of funding is: The scheme is funded from Highways Devolved Capital Budget for Eccles in 2022-2023 financial year.
Legal Advice obtained: The Council, by virtue of the Road Traffic Regulation Act 1984 can introduce orders to manage traffic. Where Traffic Regulation Orders are required, they should not give rise to any particular legal implications provided the works and procedures are carried out in accordance with the relevant statutory requirements, which would include the consideration of any objections to a proposed TRO.
Financial Advice obtained: The proposed scheme will be funded from Highways Devolved Capital Budget for Eccles in 2022-2023 financial year. Procurement Advice obtained: There are no procurement implications.

That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce ‘City of Salford (A6 Manchester Road, Salford) (Prohibition of Waiting) Order 2023’ to create safer environment for all road users.
Options considered and rejected were: To take forward the original scheme as advertised. This was rejected and the amended scheme proposed which reflects a compromise between the demand for on-street parking on Temple Drive, whilst still maintaining visibility for all road users as set out in the report. The supporters of the scheme asked for the consideration of traffic calming features in Central Drive area. This will be discussed at Swinton and Pendlebury Highways Task Group meeting.

Wharton Playing Fields - Section 106 Contribution Investment. Decision: Salford City Council - Record of Decision
I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby approve:
The expenditure of £177,711.08 of Section 106 contributions towards replacement of the current changing rooms serving Wharton football pitches, Little Hulton.
The reasons are: to meet the requirement of the relevant Section 106 Agreement detailed within the report.
Options considered and rejected: Not applicable as the Section 106 Agreement detailed within the report requires expenditure on specific individual projects or types of projects.
Assessment of risk: Low – The delivery of these sports pitch improvements will satisfy the terms of the Section 106 agreement.
The source of funding is: Section 106 contributions of £177,711.08 which have been received from the developments located at:
§ Hilton Lane (Section 106 Ref: 404 - 19/73971/FUL);
Legal Advice obtained:The Section 106 contributions can only be invested into improvements to and maintenance of Wharton Playing Fields changing rooms and pitches in accordance with the respective Section 106 agreement.
Financial Advice obtained: The £177,711.08 Section 106 funding as identified in the report has been received and is available to fund the works.

The reasons are: To meet the requirement of the relevant Section 106 Agreement detailed within the report.
Options considered and rejected: Not applicable as the Section 106 Agreement detailed within the report requires expenditure on specific individual projects or types of projects.
Assessment of risk: Low – The delivery of these highway works will satisfy the terms of the Section 106 agreement.
The source of funding is: Section 106 contributions of £287,801.10 which have been received from the development located at:
§ Salford Royal NHS Foundation Trust (Section 106 Ref: 409 - 19/73701/FUL);
Legal Advice obtained:The Section 106 contributions can only be invested into the mitigation of named highway works in accordance with the respective Section 106 agreement. This project is an appropriate use of funding.
