Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby authorise the making of the Traffic Regulation Order to introduce ‘Prohibition and Restriction of Waiting, Parking Places on Sutherland Street, Rutland Street, Elm Street, Cemetery Road South & Chorley Road Area and ‘Off-Street Parking Places’ Elm Street Car Park, Salford, Order 2019

 

The Reasons are:

 

The proposed scheme will improve the local amenities of the area by improving a turnover of parking places.

 

Requests have also been received from local businesses to try to reduce some of the issues they have been experienced due to indiscriminate parking as well some excessive parking restrictions. This is as a result of vehicles being parked on both sides of the Rutland Street causing accessibility problems for the businesses operating on Rutland Street/Sutherland Street and Elm Street. This indiscriminate parking could also cause access problems for emergency service vehicles.

 

As a result of these concerns the Swinton and Pendlebury Highway Task group requested to review the current parking and waiting restrictions in Rutland.

 

Observations on site have revealed that the signs that enable enforcement of the existing limited waiting and restriction of waiting in the area have either been removed or defaced to an extent which renders some of the site unenforceable

 

It is therefore revoked all existing TRO’s and introducing new TRO to improve vitality of area with Road Safety.

 

Assessment of Risk:   

 

The Off Street Parking Place, No Waiting at Any Time, Prohibition of Waiting and Limited Waiting restrictions will be marked out in accordance with the Traffic Signs Manual and Traffic  Sign Regulations and General Directions.

Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Councils Traffic Advisory Panel. Adhering to this procedure should not give rise to any legal implications.

If the decision is made to implement the proposals in this report, these should not give rise to any legal implication provided the works are carried out in accordance with the appropriate statutory requirements as set out in the Road Traffic Regulation Act 1984 and the Highways Act 1980.

The cost of the proposed schemes will be met from the approved Highways Block 3 devolved capital allocation for Swinton, in the 2018/19 and 19/20 financial years.

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby authorise the making of the Traffic Regulation Order to introduce ‘Prohibition and Restriction of Waiting, Loading/Unloading, Parking Places on Cannon Street, Trinity Estate Area, Salford, Order 2019 (TRO Ref No. 2115)

 

The Reasons are:

 

The proposed scheme will improve the local amenities of the area by improving a turnover of parking places.

 

The introduction of the Limited Waiting bays in the Cannon Street Area will remove long stay commuter parking which will provide residents and their visitors more opportunity to find on street parking spaces.

 

The Resident Parking place restriction is to be introduced to a small residential area on Cannon Street, Arlington Street and Barnet Drive where the properties do no benefit from off street parking places.

 

The scheme for Limited Waiting Parking Places would be operational from Monday to Friday 8.00am to 6.00pm, Outside of these hours anybody can park in these streets.

 

The introduction of the Limited Waiting bays in the Cannon Street Area will remove long stay commuter parking which will provide residents and their visitors more opportunity to find on street parking spaces.

 

The Resident Parking place restriction is to be introduced to a small residential area on Cannon Street, Arlington Street and Barnet Drive where the properties do not benefit from off street parking places.

 

The introduction of Prohibition of Waiting in some areas will ensure that accessibility for local residents and service vehicles is available, as well as assisting in the general safe movement of vehicles by preventing double parking where appropriate, in addition to providing improved visibility at junctions and space for vehicles to turn at junctions.

 

To deliver this scheme it is also proposed to revoke existing orders and introduce new TRO as per the schedules and drawing attached.

 

Alteration proposed after TAP meeting on 4th July 2019:

 

-          Remove ‘No Waiting At Any Time’ TRO from North western side of Briggs Street

-          Remove ‘No Waiting at Any Time’ TRO from South eastern section of Cannon Street and install H-Bar access protection markings near North Hill Street.

-          Extend ‘Loading bay’ length on North western side of Briggs Street

-          Extend waiting limit to 3 hours in some of the proposed ‘Limited Waiting’ bays as scheduled in this report.

 

Assessment of Risk:   

 

The TRO restrictions would be a very effective measure at removing long stay parking, it is recognised by the East Salford Highway Task Group (HTG) that this proposal could be controversial, some residents might be inconvenienced. Also, the HTG accepted that, current parking issues may occur on other streets in the vicinity if the proposal will be introduced.
