Salford City Council - Record of Decision

 

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the City Council constitution do hereby:

 

Authorise the making of the Traffic Regulation Order in the form given in the Notice of Proposals – City of Salford (Dalton Street And Carlton Street, Eccles) (Algernon Street Area Residents Parking) Amendment Order 2019

 

The Reasons are: That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Order to introduce ‘Resident Permit Parking’ restrictions on Dalton Street and Carlton Street to help residents from Dalton Street and Carlton Street who purchase a permit to be able to park in close proximity to their houses and maintain the residential use of these streets rather than being utilised by commuters or visitors to the nearby commercial premises.

 

Assessment of Risk: Implementation of the restrictions would help local residents to find parking places near their houses.

 

The source of funding: to be met from the Block 3 Highways Capital allocation of the Eccles devolved budget from the 2019/20 financial year.

 

Legal Advice obtained:

Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Council’s Traffic Advisory Panel.  Adhering to this procedure should not give rise to any legal implications.

The decision to implement the proposals in this report, should not give rise to any legal implications provided the works are carried out in accordance with the appropriate statutory requirements set out in the Road Traffic Regulation Act 1984.

 

Financial Advice obtained: The costs will be met from the Eccles Highways Devolved Budget Capital for year 2019-2020 as approved in Delegated Decision Notice on 10.07.2019.
