I, Councillor Derek Antrobus, Lead Member for Planning & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

Approve the revisions contained within the Highway inspection and Repair Code of Practice v3.00, subject to the further minor revisions agreed at my Lead Member Briefing held on 14th April 2020.

 

The Reasons are:

 

The current Salford City Council’s Code of Practice for Highway Inspection and Repair has been in operation since October 2016. It is recommended that regular reviews are undertaken to ensure that up to date guidance is included. It has been agreed across the Association of Greater Manchester Authorities Highway Asset and Infrastructure Group that each Authority shall review its own Code of Practice every two years

 

Options considered and rejected were: None

 

Assessment of Risk:

 

Low – The Highway Inspection and Repair Code of Practice V3.00 aligns to the “Approved Greater Manchester Highway Safety Inspection Framework,” taking into account local considerations and the “Well Managed Highways Infrastructure” document. The revisions made within The Highway Inspection and Repair Code of Practice V3.00 further enhance the recommendations to undertake the inspection service implementing a risk-based approach.

I, Councillor Derek Antrobus, Lead Member for Planning & Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

Approve the programme of works contained within this report.

 

The Reasons are: The streets identified in this report have suffered a considerable amount of deterioration because of the extreme weather over the autumn and winter of 2019 and 2020. The council has made provision a sum of £230,000 within the Block Three allocation to address this deterioration.

 

Options considered and rejected were: None

 

Assessment of Risk: Low – The targeted spend of available funding will ensure that the City Council’s statutory obligations are met while at the same time facilitating continuous improvement of the highway infrastructure fostering a right first-time approach.

 

The source of funding is Department for Transport Pothole Action Fund.

I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

Approve the Highway Tree Replacement Policy, subject to the minor revisions agreed at my Lead Member Briefing held on 14th April 2020.

 

The Reasons are to ensure that the highway tree stock is maintained and enhanced to provide health benefits and contribute to sustainable resilience to climate change.

 

Options considered and rejected were: None.

 

Assessment of Risk – Low – By introducing a clear unambiguous policy to replace trees within the highway realm will ensure that the tree stock within the highway will not become depleted. It will also ensure that replacement trees are more suited to the highway environment.

 

The source of funding is to be met from existing budgets or from contributions by works promoters
