Decision: Salford City Council - Record of Decision
I, Councillor Derek Antrobus, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:
§ Authorise the making of the Traffic Regulation Order ‘City of Salford (Parkgate Drive and Adjoining Streets, Swinton South) (Prohibition of Waiting) & (Prohibition of Stopping Outside School Entrance)’ Order 2018 (TRO Ref. 2174).
§ Note that the restrictions set out in this order (8m) relate to a lesser distance than that contained in the Highway Code, which advises drivers not to park within 10m of a junction, in order to minimise the impact on residents.
§ Request that the above scheme is not implemented until I have had the opportunity to consider a report regarding the feasibility of introducing a ‘School Street’ scheme in the area, which would restrict access to non-residents around school drop off and pick up times.
§ Note that I have taken the decision to authorise the above traffic regulation order at this point in order to avoid having to start the legal process from the beginning in the future, which would involve an unnecessary duplication of the legal and advertising costs. A Prohibition of Waiting restriction scheme was been designed in 2018 following a request by the Swinton & Pendlebury Highway Task Group to improve access and road safety close to Grosvenor Road Primary School off Parkgate Drive in Swinton. The scheme includes the introduction of waiting restrictions at the junctions and a School Keep Clear TRO at the school entrance.
A Traffic Regulation Order (TRO Ref - 2174) to introduce No Waiting at Any Time and an enforceable School Keep Clear Order was formally consulted on with the Traffic Management Unit on 27th April 2018 and no objections were received from TMU members.
The Traffic Regulation Order was legally advertised on 2nd August 2018, during which time three objections were received from members of the public.
The matter was considered at a meeting of Traffic Advisory Panel (TAP) on 4th October 2018; all objectors were invited to provide representation in respect of the proposed scheme.
The minutes of the TAP meeting confirm that the Lead Member did not have sufficient evidence to make a decision on the proposals and that alternative methods of dealing with the issues be explored.
Complaints and concerns continue to be raised at the Swinton and Pendlebury Highways Task Group, Ward Councillors have been working with the school and have carried out site observations.
Assessment of Risk: No Waiting at Any Time, Prohibition of Waiting and advisory parking bay will be marked out in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions (TSRGD 2017).
Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination, following consultation with the Council’s Traffic Advisory Panel.
