Salford City Council – Record of Decision

 

I, Councillor Tracy Kelly, Statutory Deputy City Mayor and Lead Member for Housing, in exercise of the powers contained within the City Council Constitution, do hereby approve additional costs to the integrated fund over the next three financial years, of up to a maximum of £496,146 in total, to allow an extension to the current NHS 111 contract in light of the Covid-19 pandemic and the urgent need to stabilise service.

 

The reasons are:

 

In recent weeks there has been an unprecedented demand on both 999 and NHS 111 Services as part of the system response to the pandemic and, although there have been some recent reductions in demand peak, maintaining the resilience and sustainability of the NWAS services going forwards has become paramount as part of the key regional and national infrastructure.

 

In correspondence with the Strategic Partnership Board in Greater Manchester and NHS England/Improvement it has become clear that in order to provide a stable platform going forward an extension to the current NHS 111 contract needs to be agreed in order to ensure the sustainability and resilience of the service in order to safeguard services to patients.  Additionally, NWAS colleagues need to urgently replace their current patient management system in the 111 service and clinical hub; a move that originally would have been envisaged alongside a direct award. Following a number of discussions supported by NHSE/I North it has therefore agreed to extend the current contract for three years effective from 1st October 2020.

 

Options considered and rejected were:

Prior to COVID 19, the decision was to move to a direct award, subject to agreement on the future model and financial costs.   With the onset of the Covid-19 pandemic and the pressure this has put on all front line NHS services, in particular the Ambulance Service, it was mutually agreed in early March to suspend the discussions around the development of the specification and the direct award to post Covid-19. 

 

Assessment of risk:

In recent weeks we have seen unprecedented demand on both 999 and NHS 111 Services as part of the system response to the pandemic and we have continued to work to support our NWAS colleagues.  Although we have seen some recent reductions in demand as we pass through the first wave peak, maintaining the resilience and sustainability of the NWAS services going forwards has become paramount as part of the key regional and national infrastructure.

There will be a maximum financial pressure to the locality in relation to the contract as outlined below:

2020/21        £82,691

2021/22        £165,832

2022/23        £165,832

2023/24        £82,691

Total Cost - £496,146

This NHS 11 contract will be managed on an open book basis and therefore this could be less dependent on actual costs incurred but also linked to performance.
