Community Diagnostic Centre - Tom Regan Additional documents: Decision: Salford City Council – Record of Decision
I, Councillor John Merry, Deputy City Mayor and Lead Member for Adult Services, Health & Wellbeing and co-chair of the Adults Commissioning Committee, in exercise of the powers contained within the City Council Constitution, do hereby approve the recurrent funding of a network of Community Diagnostic Centres across Salford provided by Salford Care Organisation, part of the Northern Care Alliance.
The reasons are: The investment will support integrated working and improve health and wellbeing outcomes for the people of Salford. The wider system benefits include reduced pressure on general practice and fewer unnecessary visits to hospital. Aligned to new models of care delivery, the Community Diagnostic Centre (CDC) may support the delivery of elements of the NHS long term plan including an overall 30% reduction in the number of face-to-face outpatient appointments. The introduction of CDCs will also meet the recommendations of the Independent Review of Diagnostic Services Demand.
Options considered and rejected were: The options to “Do Nothing” and to” Scale up the existing Primary Care Diagnostic Unit” were reviewed and rejected prior to the compilation of the business case.
Assessment of risk: Medium – work needs to be ongoing to guarantee utilization at the Centres is increased to ensure value for money.
The source of funding is: The Integrated Health and Care Fund (Pooled Budget)

CURE Business Case (Post six months' evaluation) - Neil Cudby/Sam Mansfield Additional documents: Decision: Salford City Council – Record of Decision
I, Councillor John Merry, Deputy City Mayor and Lead Member for Adult Services, Health & Wellbeing and co-chair of the Adults Commissioning Committee, in exercise of the powers contained within the City Council Constitution, do hereby approve funding to sustain the CURE Tobacco Addiction programme for inpatients at Salford Care Organisation The reasons are: To offer a tobacco treatment plan to all inpatient smokers at Salford Care Organisation. Salford has the highest smoking prevalence in Greater Manchester, with almost 1 in 5 people still smoking. Whilst rates nationally have dropped in recent years, Salford’s rate is not coming down at the required pace to meet the national Smoke Free ambitions of a smoke free generation (prevalence below 5%) by 2030. The CURE programme identifies all active smokers on admission to secondary care and immediately offers pharmacotherapy, such as nicotine replacement therapy (NRT) as well as specialist behavioural support, for the duration of their admission and after discharge.
Options considered and rejected were: Consider with the as is position, whereby some but not all patients are offered this service.
Assessment of risk: Low – this is a decision to sustain a service in the hospital in line with financial plan
