I, Councillor McCusker, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

Authorise the making of the traffic regulation order in the form given in the Notice of Proposals and as set out in the report.

 

City of Salford (Boothshall Way & Juniper Gardens) (Prohibition and Restriction of Waiting) Order 2021

 

The Reasons are: A request has been received from Worsley and Boothstown Community Committee following complaints from local residents to provide measures on Boothshall Way and close to its junction with Juniper Gardens to deal with road safety and access issues in the area. 

 

Boothshall way is a residential road in Boothstown which is fronted by St Andrews C.E. Primary School. There is also a priority chicane system to the north of the school entrance which narrows the carriageway and hence helps reduce vehicle speeds on the approach to the school.

 

Complaints have been received that particularly at school opening and closing vehicles are parking on both sides of Boothshall Way which is causing access problems for vehicles and also making it difficult for pedestrians to cross Boothshall way at this location. Parking is also restricting access at the Boothshall Way/Juniper Gardens junction by obscuring visibility.

 

The proposals, as shown on the attached plan seek to introduce No waiting at a time parking restriction (Double Yellow Lines) and daytime weekday restrictions opposite the school (Single Yellow Lines) as indicated on the attached plan.

 

It is considered that these proposed measures will improve road safety and access for both pedestrians and vehicles.

 

Assessment of Risk: Implementation of the restrictions would improve visibility for vehicles accessing leaving both Juniper Gardens and Leigh Road, it will also allow pedestrians to cross the junctions more safely with improved visibility thereby decrease the risk of collisions.

 

The source of funding: The scheme is being funded from Highways Block 3 devolved allocation for Worsley & Boothstown, 2021-2022.

 

Financial Advice obtained:

The cost of the proposed schemes will be met from the approved Highways Block 3 devolved capital and revenue allocations for Worsley & Boothstown, in the 2021-2022 financial year.

I, Councillor McCusker, Lead Member for Planning and Sustainable Development, in exercise of the powers contained within the Council Constitution, do hereby:

 

(i) accede to the objections in part;

(ii) approve the modifications to the scheme as set out in this report; and

(iii) authorise the making of the Traffic Regulation Order in the modified form.

 

City of Salford (Glenmuir Close, Irlam) (Prohibition of Waiting) Order 2021

 

The Reasons are:

That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce: ‘City of Salford (Glenmuir Close, Irlam) (Prohibition of Waiting) Order 2021’ on Glenmuir Close at its junction with B5320 Liverpool Road and around the bend to keep the area and sole footway clear of parked vehicles, improving accessibility and visibility to the area.

 

Assessment of Risk:

The restrictions will be marked out in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions. (TSRGD 2016).

 

Legal Advice obtained: 

Where objections are received by the Council following the advertisement of proposals, the decision regarding the implementation of the proposals is delegated to the relevant Lead Member for determination. Adhering to this procedure should not give rise to any legal implications.

Under regulation 14 (1) of The Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996(“the Regulations”) an order making authority may modify an order, whether in consequence of any objections or otherwise, before it is made.

The modifications relate to a reduction in the NWAAT restrictions and as such is considered a minor amendment and thus compliance with by paragraph (4) of the Regulations is not required.

The decision to implement the proposals in this report, should not give rise to any legal implications provided the works are carried out in accordance with the appropriate statutory requirements set out in the Road Traffic Regulation Act 1984.

The cost of the proposed scheme will be met from the approved Highways Block 3 Devolved Capital allocation for Irlam & Cadishead Community Committee, in the 2021-22 financial year.

City of Salford (Fairhills Road and Calamanco Way) (Prohibition of Waiting, Parking Places and Amendment) Order 2021

 

The Reasons are:

That the necessary action be taken under the Road Traffic Regulation Act 1984 to advertise the intention to make the Traffic Orders to introduce: City of Salford (Fairhills Road and Calamanco Way) (Prohibition of Waiting, Parking Places and Amendment) Order 2021 on Fairhills Road, Sandywarps, Lorna Way and Calamanco Way close to its junction with Frederick Street to keep the area and sole footway clear of parked vehicles, improving accessibility and visibility to the area and provide parking places for residents and a turnover of parking places for other motorists.

 

Assessment of Risk:

The restrictions will be marked out in accordance with the Traffic Signs Manual and Traffic Sign Regulations and General Directions. (TSRGD 2016).
