Decision: Salford City Council – Record of Decision
I, Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· the award of the Contract foran Integrated Information, Advice and Guidance for Adults and Employer Brokerage Support Service as detailed in the table below:
Following a fair and transparent open tender process, The Growth Company, have successfully met due diligence and the overall response across quality, price and social value has demonstrated that they are able to provide a robust Integrated Information, Advice and Guidance (IAG) for Adults and Employer Brokerage Support Service in Salford.
Options considered and rejected were: In-sourcing delivery of the Integrated IAG for Adults and Employer Brokerage Support Service was considered and rejected for a number of reasons. This including the available timescales, the potential for increased costs, putting in place relevant quality assurance frameworks within a limited timeframe, and the need for staff to have specialist Information, Advice and Guidance (IAG) qualifications. On this basis a competitive open tender exercise was deemed to be the best option for delivering a quality service for residents and employers in Salford.
The service is designed to providing targeted employment and training support for residents who are not in employment and/ or who are in work and are looking to connect to and progress in work. Any delays in awarding the contract for this service could de-stabilise the current services and/ or cause a break in delivery.
As year one (15-months) has additional grant funding through DWP and GMCA (via UKSPF), we will need to provide additional returns to meet grant funding agreements.

Decision: Salford City Council – Record of Decision
I, Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· the award of the Contract forTargeted Support to Help Salford Young People Engage in Appropriate and Compliant Education, Employment and Training Provisionas detailed in the table below:
Following a fair and transparent open tender process, Career Connect, have successfully met due diligence and the overall response across quality, price and social value has demonstrated that they are able to provide a robust Targeted Support Service for young people within Salford.
Options considered and rejected were: In-sourcing delivery of the Targeted Support Service for young people was considered and rejected for a number of reasons. This including the available timescales, the potential for increased costs, putting in place relevant quality assurance frameworks within a limited timeframe, DfE statutory duties/ skills and knowledge required and the need for staff to have specialist Information, Advice and Guidance (IAG) qualifications. On this basis a competitive open tender exercise was deemed to be the best option for delivering a quality service for young people in Salford.
As this service provides statutory functions on behalf of the local authority back to DfE we need to ensure the service commences on 1st January 2024, otherwise we will be unable to provide statutory data returns. Also, we need to ensure young people have the service in place to provide continuity of support beyond the current contract which ends on December 31st 2023.
As year one (15 months) has additional grant funding through GMCA under UKSPF, we will need to provide additional returns to meet grant funding agreements.
The source of funding is: City Council revenue budget (Childrens and Skills and Work – Place) and UKSPF funding (NEET support element): Contract Total of £1,747,000.

I Councillor Youd, Lead Member for Finance and Support Services and chairman of the Procurement Board, in exercise of the powers contained within the Council Constitution do hereby approve:
· Approval to Award the Contract forLark Hill Primary School Remediation Scheme, as detailed in the table below:
The main works are to the playing fields of Larkhill Primary School.
Options considered and rejected were: not to award the Contract.
Assessment of Risk: Low – funding is available from the Capital Maintenance Programme 2023/24 (Salford City Council’s Engineering and Landscape Design Structures team are experienced in undertaking similar refurbishment schemes).
The source of funding is: Capital Maintenance Programme 2023/24.

Approval to Award energy supply contract for over 100kW electricity Decision: Salford City Council – Record of Decision
I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve:
· the award of a 12-month Contract for over 100kW electricity supply,as detailed in the table below:
Following the procurement of over 100kW electricity contract via a fully compliant Manchester Framework, prices were obtained from the direct award supplier, Drax Energy Solutions for both 12 and 24-month contract durations. The 12-month contract provides best value and will result in a total cost of £4,676,038. This amounts to a reduction in costs of £3,413,199 (42.2%) for the term of the contract.
Options considered and rejected were: a 24-month contract which would have limited the cost reductions to 39%. The 12-month contract therefore provides best value and an overall cost reduction that will help in easing budget pressures over the course of the next year.
