I Paul Dennett, City Mayor, in exercise of the powers contained within the Council Constitution do hereby approve an exception to Contractual Standing Orders as permitted within the City Council Constitution for the reason highlighted in the table below and the extension of the frameworks as detailed in the table below:

The reasons are that in order to continue to provide planned and reactive works to schedule within Salford for Minor Civils and Landscape, a compliant route to good value and high-quality services is required.

Options considered and rejected were stop all works in these areas, or go out to the market for each job on a case by case basis.

 

Assessment of risk

 

Minor Civils Framework

High – If compliant routes to agreed additional services are not available for a period of time, planned schemes and maintenance will not be able to commence. This may have impacts on funding requirements, SCC’s ability to react to issues on the network and contractual arrangements.

The Landscape Framework

Medium - If the Framework is not extended for a further 6 months or until the new Framework is in place then the City Council will need to find an alternative procurement route at short notice.

 

The source of funding is Approved Place Capital and Revenue Budgets for 2021/22.
