Based on the timescales of delivery in order to be able to satisfy the grant funding conditions and claim the grant by Mar 22. Alongside this and the difficulties of partners to procure contractors to the original works and demand for the supply chain for the materials to install, the appointment of NPS Energy Ltd is the only way we can deliver scheme and provides continuity from the first group of installs to the second that have been secured additionally after the original award.
Options considered and rejected were
Open Tender and use of Frameworks were discounted because of the timeline to undertake Stage 4 Design, develop a specification, advertise, evaluation and appointment within a 4 week window to allow a programme of outdoor installation across 11 sites across the winter period that need to be completed by Feb 22 in order to claim grant by Mar 22 was not possible.
Procurement of necessary specialist contractors to deliver the installations was identified at an early stage as a potential risk. Numbers of specialists in this sector are growing but at a slow rate so it can be difficult to secure a single contractor for a project this size. Competition for contractors was also a key consideration with other GM partners also looking to secure specialists on similar projects.
